Cheryl L. Stovall, being duly sworn, deposes and says:
1.
My present position is Energency Management Program Specialist for the Federal Emergency Management Agency.
Included among my responsibilities is the radiological emergency planning liaison function between FEMA Region IV and the States of Georgia, Alabama, Florida and Tennessee.
In this position, I am responsible for the review of radiological plans and preparedness for these States and for the local governments within these States.
I have held this position since December 1981.
I have been J
1 employed by FEMA since June 1980.
A current statement of my professional qualifications is attached hereto.

I have personal knowledge of the matters discussed herein and believe them to be true and correct.

I make this affidavit in response to contention EP-4.
EP-4 contends:
The offsite emergency response plans for Plant Vogtle do not meet the requirements of 10 CFR 50. 47 (b) (12) as to arrangements made for medical services for contaminated injured individuals whose condition results from a radiological emergency at VEGP, be-
"4" cause the plans do not adequately identify medical service facilities capable of treating contaminated injured individuals.
In August 12, 1985, " Memorandum and Order (Ruling on Joint Intervenors' Proposed Contentions on Emergency Planning)," the Board found:
The plan's naming of the hospitals that are available in Georgia to treat injured and contaminated individuals is suffi-ciently confusing so that the matter is litigable.
The differing information as to the hospitals in the plans makes-for a confusing situation as to identifying the hospitals that are to be available to treat injured and contaminated individuals.
In reviewing State and local plans the requirements for medical services in NUREG 0654, Planning Standard L requires that
" Arrangements are made for medical services for contaminated injured individuals."
The medical services standard is measured by the following evaluation criteria:
L.l. - Each organization shall arrange for local and backup hospital and medical services having the capability for evalua-tion of radiation exposure and uptake, including assurance that persons oroviding these services are adeouately prenared to handle contaminated individuals.

Provided the plans are revised ao indicated in the affidavits of State and local response personnel in support of the Applicants' Motion for Summary Disposition, the medical services requirements as established in NUREG 0654 will be adequately met.
The affidavits establish that the revised plans will clearly identify the primary and secondary hospitals for treatment of contaminated injured patients.
The revised plans also will elimi-nate reference to treatment of injured patients.
These plan revisions will remove any confusion about the medical treatment available.

I have reviewed the " Statement of Material Facts as to Which No Genuine Issue Exists to Be Heard," and agree with the applicants' that all emergency plans for the Plant Vogtle adequately identify medical facilities capable of treating contaminated injured persons.
I conclude that no material issue of fact remains.
