Cheryl L Stovall, being duly sworn, deposes and says:
1.
My present position is Emergency Management Program Included Specialist for the Federal Emergency Management Agency.
among my responsibilitics is the radiological emergency planning liaison function between FEMA Region IV and the States of Coorgia, Alabama, Florida and Tennessee.
In this position, I am responsible for the review of radiological plans and preparedness for these States and for the local governments within these States.
I have hold this position since December 1981.
I have been empicyed by FEMA since June 1980.
A current statement of my professional qualifications is attached hereto.
My business address is 1371 Peachtree Street, NE, Suite 706, Atlanta, Georgia 30309.
I have personal knowledge of the matters discussed herein and believe them to be true and correct.

Incorporated by reference hereto is the affiant's Reeponse to the Applicants' Motion for Summary Disposition of EP-5 (Reception-Center Capaci:.ty).

Pursuant to the Board's Order of April 25, 1986, (Order Granting NRC Staff's Request For Postponement In Regard To the Applicants' Motion For Summary Disposition Of Contention EP-5),
following response is provided based upon the affiant's field verification of the reception centers / shelters for Plant Vogtle.
Field verification was conducted on April 30 and May 1, 4.
The following reception centers / shelters were visited and 1986.
tho worse case scenario was considered with all Vogtle construction workers still on-site as potential evacuees.
State of Georgia Burke County comprehensive High schuvi The Bur);c County High School is under construction and projected to be completed by an ly 1987.
The school site is approximately 55 acres with 40 acres in open space.
Paved surface provides for approximately 2000 parking spaces with the open space areas for overflow.
The school plans include:
Mall Area 128,974 sq ft l
i (Includes 7,000 sq ft gym) 87,607 sq ft Class Rooms l
Covered Areas 6,821 sq ft Total Facility 223,402 sq ft

. Restrooms and shower facilities are adequate to accommodate the proposed reception and sheltering operations.
In addition, this school is designed to accommodate the handicapped.
Blakney Elementary and_ Jr. High Schools A visual inspection was conducted for both schools.
The schools are connected by a common hallway and share the cafeteria and kitchen.
The schools combined have a total of 66 classrooms and each school has a separate library.
The Junior High School has a small gym and a machine shop.
The elementary school has a Special Education Building which has a restroom, shower and kitchen.
Restroom facilities arc adequate but only one shower is available.
Parking ic limited cut open space areas could be used for overflow parking.
Waynesboro High School A visual inspection was conducted of the High School.
The facility includes 40 classrooms, gym, cafeteria, kitchen and infirmary.
The school complex included several open field areas, which could be utilized for parking.
The school has adequate restroom and shower facilities to support decontamination activities.
Waynesboro Elementary School _
1 A visual inspection was conducted of the elementary school.
The school consists of 42 classrooms, gym, cafeteria and kitchen.
The school complex includes an open area playground which could be utilized for parking.
Restrooms are adequate; however, there are no showers.

These facilities are adequate to accommodate 250 evacuees which is the projected number of uvacuees identified in the plan.
Fairfax Primary School A visual inspection was conducted of the gym and restroom facilities.
These facilities are adequate to accommodate 250 evacucos which is the projected number of evacuees identified in the plan.
South Aiken High School A visuni inspection was conducted of the gym and restroom facilities.
These facilities are exceptional and could accommodate the evacuces projected for this county.
Kennedy Elementary School This schoci is adjacent to the South Aiken High School and could serve as a backup facility in the unlikely event the High School is unable to accommodate evacuees.

The physical makeup of the facilities which are designated by the plans to accommodate the evacuees in the Plant Vogtle area, are at a minimum equal to f acilities at other plant sites in the southeastern United States.
It should also be noted that many of the sites in the southeast region have potentially more evacuees

l than the Plant Vogtle EPZ.
FEMA staff finds that while it is conceivable that students could be accommodated in the classrooms e while evacuse's are being processed, it is unrealistic to assume that normal school activities could continue without disruption in the event of a large scale evacuation.
Based upon the visual inspection of facilities conducted on April 30 - May 1, 1986, I conclude that adequate emergency facilities, namely reception centers will be readily available for use and able to accommodate evacuees in the event of a radio-logical emergency at Plant Vogtle.
