Michael Dwyer Duncan, having been duly sworn, state as follows:

My name is Michael Dwyer Duncan.
I testified in this License Amendment Proceeding on June 9, 1995, in Augusta, Georgia.

At that time I testified that about April 9, 1990 an Alnor dewpoint test instrument (with a Vogtle Identification Number "VP-2466")
became suspect and its accuracy called into question.
I further testified that the vendor that calibrated it for Georgia Power determined that when they received it, it was not out of calibration -- it was in calibration.

My testimony on June 9, 1995 concerning the Alnor test instrunent was based upon my prior review of a calibration

form wording in an Alnor " Certificate of Traceability" dated May

On June 9,1995 my understanding was that "as found" data was obtained when VP-2466 was shipped to Alnor Instrument Company (a subvendor) for calibration, as required by Georgia Power Company's purchase order contract with General Electric (the i

vendor) for calibration services.

Recently I have been provided copies of documentation which show that VP-2466 (Serial No. 24355) did Drd have its "as i
found" condition determined by the vendor or subvendor. Therefore, i
the test instrument was not determined to be in calibration and my prior understanding and testimony on June 9th with respect to this l
test instrument being.in calibration was inaccurate.

Specifically in early 1991 Alnor examined both VP-2466 and another Alnor dewpoint test instrument (VP-2721, Serial No.
24997) after they were shipped to Alnor Instrument Company for calibration and change of radioactive source from RA 226 to AM 241.
Alnor determined that the appropriate service required for both test instruments was " repair / calibrate" and the instrument was repaired before calibration services were performed.
Alnor Instrument company, therefore, has no records of the condition of 4
VP-2466 as received prior to the calibration of VP-2466 on May 15, 1991.
Exhibit "B" to this Affidavit contains documentation which forms the basis for my conclusion that no "as found" data was taken.
