Southern Nuclear Operating Company (Southem Nuclear) has reviewed the propcsed rule regarding the incorporation by reference of EEE 603-1991 and the direct final tole tv hich i scheduled for implementation on January 1,1998. In accordance with the request for comments, Southern Nuclear is in total agreement with the NEI comments which are to be provided to the NRC.

Southern Nuclear has a sincere concern that the basis for the direct final rulemaking is ungrounded and, as discussed in the NEI comments, it has circumvented the normal co rulemaking promulgation.
