This reputational injury affects the parception of nuclear operatione nanagar. ant by its employone, its industry peera and the public. The act of delay alona crea,tes a parception t. hat the allsgations have in sons way been substantiated whan in fact that is not the case. The cloud of uncertainty surrounding this license anandment proceeding has had a.n advarne impact on the morale and productivity of current nuolaar operations managemant and staff.

Currently, approximately 2000 Georgia Power Company employaam are stranded in virtual limbo; they are destined to ba Southern '

Nuclear amployees but remain Georgia power Cespany employoaa until the license amendments are granted. Of coursa, it is difficult to maintain good employee 1srale in the face of lingering NRC concerns which are based on such serious allegations lodged by a fornar a:ployee. Although it cannot be quantified, the importance of good arployee morale cannot ha overstated.

Panding completion of the licensa transfer, management 10 required to give attention to and implement the individual goals, policies and procedures of two separata organizations (i.e., Georgia Power company and southern Nuclear). For example, nach company prepares separata parformance goals for their respective employees. The additional dazands placed on managazant as a result of their dual corporate responsibilities distracta nanagement attention from other day to day operational matters.

Continued delay in what has alrnady been a lengthy proceeding is causing harm to Gegrgia Power Company in that the economic and safety benefits and economion of acale' associated with the consolidation of nucitar oparationn under southern Nuclear are delayed. For example, Georgia Power company and Southern Nuclear are currantly maintaining duplicate administrativa staffs for the administration of a number of empicyes-related matters. These administrative services are currently being performed by Georgia Povar Company ataff although Southarn Nuclear is staffad and ready to perform these services whan the licansa amendmants are granted.

Also, additional coats are incurred in order to maintain separate employee information systems and idantification badgan for the employees of the two companias. Of couras, the companies continua to incur substantial legal costs in pursuing the license amendment application. Furthernora, until acuthern Nuclear receives the operating licansas for Plants Hatch and Vogtle, it cannot affectively pursue, subject to regulatory approval, additional business opportunities outside the Southern ,

systan.

Georgia Power Conpany is and has been dedicated to excellence in nuclear povar operations since the inception of its nuoloar program.

Nuclear power operations are an integral part of Georgia Power Company's overall scheme to supply low-cost, reliable electricity to its valued customura. In 1992, federal

One auch change anticipatad as a result of this legislation la increased conpatition for customars. A significant aspect of Georgia Povar Company's plans to remain competitiva is the continued excellence in operating its nuclear power facilities.

7, Consolidation of Georgia Power Company's currant nuclear operations personnel into the southarn Nuclear management and oversight structure will allow the Georgia Pevar company to:

a. continue nuclear operations nxcellance;
b. naximize operating officiencias and economise of scala for its nuclear power facilities; c.

provide its nuclear operations profsasionals with the sane carcar opportunities and consistent treatment under parsonnel policies and procedures as the nuclear operations s professionala amployed by Southern Nuclear;

d. attract and retain highly skilled and well-trainad nuclear professionals by offering thana individuals an opportunity to build a carear within an operating organization responsible for the operation and maintenance of multiple nuclear plants; and
e. increase its effectiveness in contracting with outside entities and its influence within the nuclear industry through recognition by the nuclear co:::munity that a single organization acts as the exclusive operator of six nuclear power reactor units.
