Dear Sir:

Southern Nuclear Operating Company (Southern Nuclev) ha $ review ed NRC's advanced notice of proposed rulemaking " Reporting Requirements for Nuclear Pawer Reactors," published in the Federal Register on July 23,1998. In accordance with request for comments, Southern Nuclear Operating Company (Southern Nuclear) is in total agreement with the NEl comments which are to be provided to the NRC.

In addition, there are elements of the proposed rule that are contrary to the guidance in NUREG-1022, Revision 1. While miemaking is in process, SNC requests tt at the NRC provide guidance to the application of NUREG-1022, Revision 1 in regard to these elements of the proposed rule (i.e., outside design basis).
