AFFIDAVIT OF DOUGLAS HUYC]5 1 I, Douglas Huyck, being duly sworn, state as follows:

2 3 1. I am ,' ployed by the Georgia Power Company as the 4 Security Manager at Plant Vogtle. I am the manager of Georgia 5 Power responsible for assuring that-certain security records are 6 retained in accordance with record-retention practices and 7 requirements. These records include historic documentation of 8 entrances and exits by employees who are " badged" and issued access 9 cards, referred to as "ACADs," into and out of the secured areas 10 of Plant Vogtle.

11 12 2. On or about July 19, 1995, I.was requested to review 13 ' records for April 6, 1990, for entrances and exits for the secured' 14 areas of Plant Vogtle by Ms. Ester Dixon.

15 16 3. Ms.-Dixon's badge number is 0558.

1 4. The security systems in place in April, 1990, have been 2 upgraded, and the compilation and review of the historic 3 documentation of entrances and exits was conducted under my 4 supervision by manual examination of "hard copies" for the subject 5 date by Ms. Faye Whitledge and Ms. Serena Edwards, Administrative 6 Assistants.

8 5. Pursuant to my directions, Ms. Whitledge and Ms. Edwards

9 identified entrances and exits for Ms. Dixon. For the subject date 10 of April 6, any historic record indicating the passage through a i 11 secured access door / portal associated with Mr. Dixon's badge number 12 was identified and photocopied. Attachment A to this Affidavit is 13 a true and correct copy of the records identified. .

14 15 6. Specific door / portal numbers have been assigned 16 throughout Plant Vogtle. Relative to Attachment A, these numbers 17 are as follows:

18 19 Door 141 Entrance turnstile in the "PESB," indicating 20 entrance into the Plant's secured areas 21 22 West Exit Exit turnstile in the "PESB," indicating 23 exiting from the Plant's secured areas 34 35 6. The Plant's Service Building is inside the secured areas '

26 of the Plant. The Plant's Administration Building is outside the e

37 secured areas of the Plant. The General Manager's office is in the 28 Administration Building.

A 1 7. Based on my review of the - Attachment A records, it 2 appears that Ms. Dixon entered the secured areas'of the Plant at 3 7:14 A.M. on April 6, 1990, and left those areas at 3:50 P.M. the
