Cheryl L. Stovall, being duly sworn, deposes and says: -

My present position is Emergency Management Progrsa Specialist .

for the Federal Emergency Management Agency. Included among my responsibilities is the radiological emergency planning liaison function between PEMA Region IV and the States ofa,Georgi Alabama, Florida rnd Tennessee.

In this position. I am responsible for the review of radiological. plans and preparedness fo1~ these States and for the local governments within these States.

I have held this position since December 1981.

I have been employed by FEMA since June 1980.' A current statement of my professional qualifications is attached hereto. My business address-is 1571 Peachtree Street, N.E.; Suite 706, Atlanta, Georgia 30309.

I have personal knowledge of the matters discussed herein and believe them to be true and correct.

Applicants fail to show that provisions exist for prompt communications among principal response organizations to emergency personnel .

EP-2(h) contends:

Applicants provide no assurance that transients who are unfamiliar with the area will under-stand the implications of a warning signal in the event they are able to hear it.

In its August 12,1985 Memorandum and Order- (Ruling On Joint rvonors' Proposed Contentions On Energency Planning)" (" August rdar") , the Board acknowledged the existing commitment to place s for transients along the Savannah River, and to place a 03 in local, phone directories, but ruled: -

Plantu." Specifically, Planning Standard G, Public Education

and churches. These means for information are conmonly used in the Southeastern United States to advise transients of emergency procedures to be taken in the event of an incident at a commerical nuclear power plant.

It should be noted that the public infortnation brochure which is used to provide transients in the Plant Vogtle area with emergency information has not been formally reviewed by FEMA, therefore a determination of the content of the brochure has not been made.- )

6. Based on my review of the public information program as con-tained in the affidavits of emergency response personnel in support of the Applicants' Motion for Summary Disposition, I find that pre-emergency information provides for transients which enter the Vogtle EPZ. Provided State and local plans are revised to incor -

porate the comprehensive public information program for transients as set forth in the affidavits above, the NUREG 0654 criteria will be adequately met.
