ENCLOSURE 1 NOTICE OF VIOLATION Carolina Power and Light Company Docket No. 50-400 Shearon Harris Unit 1 License No. CPPR-15?

During the Nuclear Regulatory Commission (NRC) inspection conducted on May 20 -

June 20, 1986, a violation of NRC requirements was identified. The violation involved failure by the licensee to comply with its housekeeping procedures. In accordance with the " General Statement of Policy and Procedure for NRC Enforce-ment Actions," 10 CFR Part 2, Appendix C (1985), the violation is listed below:

10 CFR 50.55(f)(1) requires Carolina Power and Light Company to implement the Quality Assurance Program described or referenced in the Preliminary Safety Analysis Report. Section 1.8.5.5 of the CP&L Quality Assurance Program requires that measures be established to insure that activities are conducted in accordance with documented instructions, procedures and approved drawings. Administrative Procedure AP-X-02, Project Housekeeping, requires that personnel restrict activities which would create hazardous conditions for material and equipment protection or for health and fire hazards.

Contrary to the above, AP-X-02 was not complied with during this inspection period, as identified by numerous examples of cleanness control problems.

This is a Severity Level V violation (Supplement II).

Pursuant to 10 CFR 2.201, Carolina Power and Light Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including
(1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
