1.0 PURPOSE 1.1 To sluice the spent resin out of the condensate demineralizer.

1.2 To recharge the demineralizer with fresh resin.

2.0 PRECAUTIONS & LIMITATIONS 2.1 Have Health Physics monitor the demineralizer (contact and general area) prior to start of sluice. Monitor the El. 26' & El. 8' level of the auxiliary building after completion of the sluice.

2.2 Resin storage tank T112 relief valve is set at 150 psig. Monitor the cask continuously during flushing operation. Do not exceed 125 psig

, on resin storage tank pressure gauge.

2.3 Line up monitor tank pump to reactor makeup water header, throttle pump recire valve to maintain 125 psig on the reactor makeup water header.

2.4 If resin storage tank T112 pressure increases to 125 psig and holds, back flushing of the resin retention element on the vent line may be required.

3.0 INITIAL CONDITIONS 3.1 Verify the following:

3.1.1 Verify the storage tank resin inlet and storage tank vent camlock connections are properly mated and securely wired into place.

3.1.2 Camlock female cap installed on the resin storage tank T112 rinse line (center penetration) with padlock installed.

3.1.3 Resin storage tank T112 discharge valve shut (WS-34) and padlock installed.

O Record demineralizer to be flushed 3.3 Health Physics perform a survey of ion exchanger to be dumped to get initial readings.

Contact General Area .

3.3.1 Permission to sluice resin to storage tank obtained from radioactive waste coordinator who was advised of the above contact reading.

3.4 If the resin being dumped is routed to the resin storage tank via the south dump header, a contact reading of the north header should be taken in the overhead of the north passageway before dumping. After dumping, an increased

, contact reading at this same location is indicative that the north header also needs flushing due to resin carrying l on past resin storage tank.

-( s 4.0 PROCEDURE Initials 4.1 Pressurize the reactor makeup water header (reference Step 2.3).

4.2 Open 1B5-1231 (2BS-1231) [BS-1202), condensate demineralizer resin dump line valve.

CAUTION: AT THIS POINT THE RESIN IS FREE TO FALL BY GRAVITY TOWARDS THE RESIN CASK. THE RADIATION ,

LEVEL SHOULD BE LOW, BUT CHECK IT.

4.3 Open valve 1BS-1223 (2BS-1223) [BS-1235A), reactor makeup water to the condensate demineralizer bed inlet line.

Vary the flow as required to flush the resin to the storage tank. Do not exceed 125 psig at resin storage tank.

CAUTION: THE RESIN RETENTION ELEMENT ON THE VENT LINE IS LOCATED AT THE TOP OF THE RESIN STORAGE TANK PROVIDING A MINIMUM AIR SPACE. USE CAUTION WHILE FLUSHING WITH HIGH FLOW RATES TO PREVENT OVERPRESSURIZATION AND LIFTING THE TANK INTERNAL RELIEF VALVE.

4.4 Vary the flow rate if required because of radiation levels.

(Flush time 29 minutes at approximately 10 gpm.)

NOTE: IF THE RESIN IS NOT FLOWING FROM THE DEMINERALIZER

, PROPERLY, THE FOLLOWING MAY BE ATTEMPTED:

4.4.1 Shut 1BS-1223 (2BS-1223) [BS-1235A].

4.4.2 Open 1BS-1221 (2BS-1221) [BS-1235B], demineralizer backflush valves. Vary flow as necessary.

NOTE: A COMBINATION OF THE ABOVE TWO WAYS MAY AID IN RESIN FLUSHING.

4.5 When the demineralizer is empty, shut the reactor makeup water valves used per Steps 4.3 & 4.4, then shut and lock 185-1231 (2BS-1231) [BS-1202], resin dump valve.

4.6 At the U3's (evaporator condensate demineralizers), check the following valves shut - 1B5-1221, 2BS-1221, BS-1235B, BS-1235A, 2BS-1223 & 1B5-1223. Open BS-1231A to flush residual resin out of the north dump header. Do not exceed 125 psig on resin storage tank. Then shut and lock BS-1231A. Lock #

Initials 4.7 Survey all resin dump lines for radiation. If there is any present, the other resin dump lines.from other demineralizers might have to be flushed.

4.8 Perform the following valve lineup to return the resin cask to a normal condition:

WL-1680 Spent resin to storage tank . .. S WL-1697 Storage tank vent to WHUT . ... O BS-1217 RMW to top of demineralizers . . . S BS-1218 RMW backflush supply . . . . . . . S 4.9 Obtain required resin volume and lot number from Chemistry laboratory.

4.10 Recharge the demineralizer in the following manner.

Do steps in order indicated.

4.10.1 Open 1BS-1228 (2BS-1228) [BS-1274),

demineralizer vent.

4.10.2 Open BS-1219, RMW/U3A, B&C drain to WHUT.

4.10.3 Open 1BS-1221 (2BS-1221) [BS-1235B],

demineralizer drain /backflush.

4.10.4 After approximately 2-3 minutes, open then reclose the selected demineralizer resin fill valve 1BS-1229 (2BS-1229) [BS-1234).

4.10.5 Remove resin fill connection flange and bolt recharge funnel into place.

4.10.6 When Health Physics is present to take a grab sample and low volume air particulate, open 1B5-1229 (2BS-1229) [BS-1243), demineralizer resin fill. Use demineralized water and begin recharging demineralizer.

CAUTION: ENSURE ALL PERSONNEL INVOLVED IN RECHARGING OPERATIONS HAVE POCKETS TAPED, GLASSES SECURED, ETC.

5.10.7 After sluicing approximately two-thirds of the required resin into the demineralizer, shut

Initials l 4.10.8 Sluice the remaining resin into the demineralizer and then shut IBS-1228 (2BS-1228) [BS-1274],

demineralizer vent.

4.10.9 Fill the balance of the demineralizer tank volume from El. 46' until water is visable just above the resin fill valve.

4.10.10 Shut 1BS-1229 (2BS-1229) [BS-1243),

demineralizer resin fill.

4.10.11 Remove the recharge funnel and reinstall the blank flange utilizing a new flexitallic gasket.

4.10.12 Align the demineralizer per instructions of the Duty Shift Superintendent.

4.11 Shut BS-1219, RNW/U3A, B&C drains to WHUT and place the reactor makeup water supply to the condition as requested by the Duty Shift Superintendent.
