3.2 Tech Functions Equipment Qualification Group is Responsible to:

3.2.1 Establish and maintain an up to date Master List of compone'its which must be environmentally qualified.

3.2.2 Establish and revise as necessary SCEW Sheets and Supplemental SCEW Sheets to include all surveillance testing, Preventive Maintenance, and Inspections required to maintain environmental qualifications.

3.2.3 Establish the EQ start date and the minimum replacement frequency for all equipment on the su:plemerital SCEW Sheets.

3.2.4 Initiate a proper course of action for ccmconents that cannot be maintained per Step 3.2.2.

3.2.5 Ensure EQ requirements are incorporated in all l modifications.

3.2.6 Provide technical assistance to plant personnel on h

Qualified (EQ) Equipment INFOpW 2 QNL1 concurrence of Plant Engineering Spare Parts Groups' that the substituted material meets or surpasses the original qualificattens. Any changes authorized by Plant Engineering shall be transmitted to the Technical Functions EQ Group under FCN Distribution procedures.

4.4 Changes in equipment or material type (substance, i .e. , Viton to Buna-N "O" ring) as identified on the supplemental SCEW Sheets shall be approved by Technical Functions EQ Group.

4.5 Materials with installed lifetime less than 40 years shall be identified by Technical Functions EQ Group on the supplemental SCEW Sheet and replaced at or before the end of its qualified life.

4.6 Maintenance personnel shall be trained on EQ requirements and proper techniques for maintaining qualifications of EQ equipment.

4.7 Short Forms shall clearly denote EQ components.

4.8 Potential reportable EQ deficiencies shall immediately have Deviation Recorts (identified as "EQ") submitted by the supersiscr of the party identifying the deficiency in accordance dith Planc Procedure 104. l l

4.8.1 Technical Function EQ group should make every effort to clarify if the discovery of a potential EQ deficiency is

6.1.3.3 Equipment Oualified Life - The qualified Iffe of the equipment shall be documented herein. The

- number inserted hereir. shall be 40 years or the maximum qualified life provided that replacement of any limiting component (shorter qualified life) is performed.

6.1.4.3 In addition to the above, reference shall be made to the aoplicable section of OC NGS

- Procedure 105.3_for generic surveillance / maintenance recommendations which, although generic in nature and applicable to a large group of equipment are a good practice from a surveillance / maintenance perspective.

The recommendations are contained in Section 7.0 of this procedure.

NOTE: Generic Guidelines are not to be interpreted as requirements and may not be appilcable to all plant equipment. An "as found" condition in conflict with a Generic Guideline shall be evaluated as a suspected deficiency via procedure 104 using a Deviation Report identified as "EQ".

This part of the SCEW shall be completed by Oyster Creek maintenance personnel.

6.2.1 Section 1.0 Reference Document This section shall reference the authorization document number which identifies the work to be performed on the specific equipment (e.g. Short Form, Job Order, PM Sheets, etc.).

6.2.2 Section 2.0 Verification This section confirms the information provided in Part 1, l

Section 1.0 of tne SCEW as well as the tag number at the equipment. Any discrepancies / deficiencies shall be noted in Section 3.0 - Equicment Condition.

6.2.3 Section 3.0 Ecuicment Condition As found - the preparer shall state herein the "as found" condition of the equicment. This includes the results of physical observations and initial coerability conditions.

Also any discrepancies / deviations noted during comaletion 5 of Section 2.0. In addition the preparer shall make a

positive statement that Part 1, Section 4.0 r.equirements 5

have been addressed.

igf0p]L ON 7.1.1 Check for loose, Missing, or Broken Hardware - This includes visual / manual checks to determine if mounting bolts, screws, conduit / equipment junctions, etc., are on tight, not loose or missing, and that the equipment is firmly mounted and does not appear damaged to the observer.

7.1.2 Check Equiement Cover Gaskets - Cover gaskets are re-usaole unless specifically instructed by the SCEW to replace them whenever an equipment cover is opened. Cover gaskets :hould be replaced when found broken, cut, discolored (not of uniform coloring), partly stuck to equipment body and/cr cover and wcn't readily peel off, not of uniform thickr.ess, or seem to be in a deteriorated or weakened condition.

7.1.3 The cover will be torqued in accordance with the Supplemental SCEW Sheet if specified. If no torque is specified then the vendors technical manual is to be followed for torquing requirements. If the technical j manual gives no specific information on torcuing the cover, then good maintenance practices are to be followed. Perform per the order given.

7.2.3 Check for Evidence of Excessive Moisture Intrusion Inside Equiement Housing. Evidence of this conntion is in the form of water droplets, stains, lines, clogged weep-holes ,

i p 7.3 Electrical Guidelines 7.3.1 Check for Deterioration of Ecutoment/ Conduit Seals. This is evident by noticing if such seals are flaking, cracked, chipped or do not accear homogeneous. Debris inside i

}dd 8.0 EO Common Equiement NOTE; Common equipment are those generic 1tems used throughout for EQ installation; e.g., terminal blocks. cable, tape solices, heat snrink tubing, patel seals, electrical connectors, etc.

Attachment of supplemental SCEW Sheets are not required for common equipment.

8.1 In performing maintenance or surveillances on EQ common equipment if nonconformances are found with applicable guidelines for ccmmon equipment (Section 8.2) a U-l Short Form and/or Deviation Report (per Section 4.8)-shall be initiated to identify and correct the problem.

8.2 EO Common Equicment Guidelines The following additional generic guidelines are applicable to terminal boxes (enclosures) housing terminal blocks.

8.2.1 Terminal Blocks Inside Orywell 8.2.1.1 Guideline All terminal blocks are to be housed in an enclosure. .

i Action Terminal clocks ditnout junction coxes shall be nandled per Stec 8.1.

8.2.1.2 Two 1/4" s ep noles are required at tne bottom of the enclosures, where the enclosure is above the submergence 5 level (lowest elevation of drywell downcomers). The intagrity of the weep hole should be open and clear of any

- debris. Enclosure interior should not contain any loose material that may, if allowed to move, clog weep holes.

l 8.2.2.5 Two 1/4" weep holes are required at the bottom of "Hoffman" terminal boxes unless they are below the sudmergence level (minimum of 3" above floor elevation).  ;

Guideline The integrity of the weep hole should be open and clear of any debris. Enclosure interior should not contain any loose material that may, i if allowed to move, clog weep holes.

Action Clear enclosure of any debris. If no weep holes are present, handle per Step 8.1.

8.2.6 Electrical Connectors Guideline - Confirm the integrity of the electrical connector by an inspection for looseness, carbon arcing, conductor fraying, cracking or melting of the connectors insulator.

8.2.7 Cable, Wiring - Guideline - Check condition of cable, wiring. No evidence of insulation cracking or charring is permitted.
