SUBJECT:

PLAN FOR CONDUCTING PAT AND SALP INSPECTIONS FOR TMI-1 BACKGROUND

The Comission in its Memorandum and Order CLI-85-09 lifted the immediate

' effectiveness of the 1979 Shutdown Orders on TMI-1. On page 54 of that Memorandum and Order, the Connission stated:

"The Comission is also directin Performance Appraisal Team (PAT)g the staff inspections andtoSystematic prepare combined Appraisal of licensee Performance (SALP) inspections at the end of six months of operation and again at the twelve-month mark.

These reports will address areas such as plant operations, main-

preparedness, security and safeguards and design, engineering,

  • and plant modifications. The combined PAT /SALP reports are to

! ' be provided to the Comission and the public."

The purpose of this memorandum is to provide the Comission with the staff's plans for responding to this directive.

DISCUSSION The licensee was authorized to restart THI-1 on October 2, 1985, restarted the reactor on October 3 and has now proceeded with its power escalation program to the 75% power plateau. Therefore, to meet the Comission's directive, the closing dates for the next two SALP periods have been set at March 31, 1986, and September 30, 1986, respectively. In this regard, please note that the last regular SALP for TMI-1 covered the period February 1984 through January 1985.

is terined interim since it will address only the three-month period of restart operations. Further, it will not address certain functional areas such as -

licensing activities, security / safeguards and emergency preparedness, but will address the other norinal SALP functional areas for an operating plant. The purpose of this effort is twofold. First, it will provide o basis for making a determination concerning the level of future inspection coverage for TMI-1.

Secondly, it will help in formulating an inspection plan for the PAT inspections.

Subsequent to the interim appraisal, the first PAT inspection directed by the Commission will be conducted. The PAT inspection results will serve as one of the inputs to the six month SALP evaluation. Enclosure 1 illustrates the elationship in time for these inspections to the licensee's overall program for restart. This PAT inspection will be conducted by IE with participation by regional and contractor personnel. Areas to be addressed will be finalized after reviewing the results of the interim appraisal at the conclusion of the licensee's power escalation program; however, a preliminary plan is provided in Enclosure 2.

The six month SALP, directed by the Comission, will be conducted and the SALP Board will include representation from IE and NRR. The functional areas

. addressed by the Board will be the same as those for an operating plant and t will address the areas specified in the Commission's Memorandum and Order.

l Subsequently, a public meeting will be held with the licensee. Following t receipt and evaluation of any comments by the licensee, the final SALP package l

will be issued.

The specific scope of the second PAT inspection will be determined after the completion of the six-month SALP evaluation. It is anticipated that the second PAT inspection also will be conducted by IE and staffed by regional and con-tractor personnel.

The twelve month SALP, directed by the Comission, also will include represen-tation by IE and NRR. The procedures used will be essentially the same as for

The SALP reports, licensee coments, and PAT reports will be provided, as they are issued, to the Comission and the public.

TMI-1 RESTART PLUS 12 MONTHS GENERAL GOALS .

The basic objectives of the performance appraisal team (PAT) inspections for TMI-1 will be as noted in IE Manual Chapter 2900, paragraph 2900-01.01.a.

The approach for the first PAT inspection will concentrate on the implementa-tion of ifcensee programs as tney apply to the functional readiness for selected safety systems. The effectiveness of licensee implementation of management control systems will be evaluated in the following areas:
