ifnclosed are:

1. An Application for Nuendment to the above operating license to extend certain 18-month Technical Specification surveillance requirements intervals for the first fuel cycle to the completion of the first refueling outage.
2. Documents designated Attachments A, B and C which set forth the change in Technical Specifications, the safety analysis and the no significant hazards evaluation. This change was reviewed by the OSC and ORC and determined to be safe and does not involve an unreviewed safety question.

The proposed surveillance requirements extensions requested per this amendment include surveillance times which may exceed their allowed surveillance interval, when adding in the 25% allowable extension per Specification 4.0.2, prior to the first refueling outage. These surveillance requirements can not be performed during plant operation and would therefore require an otherwise unnecessary plant shutdosn to complete. required 18-month surveillances were completed as scheduled restraints permitted. Should an unscheduled outage occur of sufficient lenqth, Duquesne Light company will make every effort to complete the required 18-month surveillances, our currently scheduled first refueling outage cate for Unit 2 is March 17, 1989.

This outage date will not be exter.ded beyond April 1, 1989 if the required 18-month surveillance requirements extended per this amendment request have not been completed by this date. This will ensure that these 18-month survoillance intervals are not extended beyond a reasonable time.
