. NOTICE OF VIOLATION Commonwealth Edison Company Docket No. 50-295 Docket No. 50-304 As a result of the inspection conducted on July 29 through September 26, 1986, 4 and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1985), the following violation was identified:

Technical Specification 3.21.6 requires that with one or more penetration fire barriers protecting safety related areas not intact, and if operable fire

' detectors do not exist on either side of the barriers, a continuous fire watch shall be established on at least one side of the affected penetration within one hour.

Contrary to the above, on August 25, 1986, penetration fire barriers, for which no operable fire detectors existed on either side of the barriers, protecting safety related areas of Unit 1 and Unit 2 on the 560 and 579 foot elevation of

the auxiliary building were found to be not intact, and on September 4,1986, with the fire barriers remaining inoperable, the fire watches on the 560 and 579 foot elevation of the auxiliary building were found not to be continuous in that, while on duty, two individuals were found inattentive to their assigned duties.

< This is a Severity Level IV violation (Supplement 1).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation: (1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid

' further violations; and (3) the date when full compliance will be achieved.
