United States Nuclear Regulatory Commission ~

Washington, D.C. 20555

Dear Chairman Palladino:

Recently the Office of Congressional Affairs informed ey staff of

~

the conditions under which I might receive a briefing on ongoing .

investigations being conducted by the Office of Investigations relatire to the Wolf Creek Generating Station. This information, delivered ir response to my written request for a briefing and a copy of a report,i was appreciated. -

What was not appreciated was the fact that the response ~ was a fu11 two months in coming. In the interim, my staff logged nearly a ocore of phone calls, many of which went unreturned. Only when I personally -

placed a phone call to the Office of Congressional Affairs did my offica receive an adequate response.

Unfortunately, this experience reinforces my lack of confidence in

. the mannor in which the Nuclear Regulatory Commission carries out its statutory authorities and responsibilities. The slow response to my request suggests either internal, organisational disorder or, more .

disturbing, an attitude of "if we just ignore him long enough, perhaps .

he'll go away." My fear is that the latter was at work here, and that this "sodus operandi" is not solely reserved "for dealing with Hembers of Congress and their staff. The fact that the cosarission was informed of unresolved workers' complaints patentially affecting safety on the same day it unenimously voted to issue a full power operating pernic to the - -

Wolf Creek reactor lands credence to that concern.

I would like to request, once again, a briefing on the investigations undervsy in the Office of Invustigations relative o I allegations at the Wolf Creek Generating Station. Additionally, would like to_be informed of the hamin upon which t_he Commission denidad to issue Wolf Creek's operating licens_e f2s well as the process by whica
