INSPECTION REPORT NO. 70-1257/98-204 AND NOTICE OF VIOLATION 2 Lf_

Dear Mr. Femreite:

i The Nuclear Regulatory Commission (NRC) conducted a routine, announced inspection of your

facility's criticality safety program from November 9 - 13,1998. The enclosed report presents L.

the results of that inspection. At the conchision of the inspection, the findings were discussed with tho'se members of your staffidentified in the report.

i-Based on the results of the inspection, a violation of NRC requirements was identified. The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances surrounding

~it are described in detail in the subject inspection report. The violation involved the failure to  :

control decommissioning operations so that operators would verify that disassembled equipment

[ , - was free fmm visible uranium deposits before stagmg it with other equipment. This violation la L of concern to the NRC because there was inadequate conuel of contractor activities that required l implementation of administrative controls to assure criticality safety.
