11/18/97 0655 The call was received by a Customer Service Representative - j and a Supervisor was notified.  ;

0705 ne Supervisor called Corporate Security and left a message l on voice mail. l i .

1023 Corporate Security discussed with Customer Service and i requested a written summary of the call. .

i 1035 E-mail was sent from Customer Service to Corporate Security.  !

Prior to the e-mail being read by Corporate Security, the  !

individual was involved in an auto accident. The Security  :

individual required medical treatment and was out of the ,

office for two days. -

11/20/97 From home, the Corporate Security individual contacted a secretary to forward the e-mail to Callaway. (The e-mail was different than previous verbal communication and its scopo  !

i impacted credibility from Callaway Plant determination). .

Callaway Plant's administrative procedure has been revised to add clarification on determination of credibility of threats based on regulatory guidance (Reg Guide 5,62,- Reporting of Safeguards Events, and Nureg 1304). ,

Public perception was very positive. Some internal opportunities have been identified and are being worked on.

. r Appropriate response Callaway Nudear Power Plant officials apparently hit all their marks last week in responding to a potential threat.

After a disgmntled customer threatened to bomb the plant, officials on Thursday declared an " unusual event" - the lowest of four levels of emergency status. Regulations require the declaration if a security threat cannot be resolved within .10 minutes.

The emergency response was canceled later that day after a search uncovered no bomb and the alleged caller was arrested.

Robert Schneider, a 32-year old St. Louis man, faces federal charges of making a bomb threat against the plant in Reform and another in the state of Illinois.

The plant's response will be reviewed by the Nuclear Regula-tory Commission (NRC) Plant officials say they also will evalu.

. Based on our assessment of 1997 RERP exercise performance, we are expending .

. significant resources to raise our level of preparedness consistent with -;

management expectations. This is to ensure that all three emergency response teams are at a high level of proficiency regarding emergency preparedness. - {

- The three teams will each have had a full drill by February 9,1998. To keep

< emergency response members proficient, frequent mini-drills will be conducted  !

during Operations training weeks to exercise the interactions of the team with .

- coaching / critique being provided from members of the other teams. The Vice '

President Nuclear has requested briefings on performance of the emergency teams.  ;

Novembor 6,1997 Emergency Prrparedness Procram Support Team Charter I. PURPOSE The purpose of the Emergency Preparedness Program Support Team is to bring together a broad range of experience and technical expertise to provide on going support of the Callaway Plant Radiological Emergency Response Program. The team will provide support as necessary to correct program weaknesses, implement items identified u areas for irnprovement, make plan and procedure changes to keep the program current with industry standards, assist in developing and reviewing drill and exercise scenario material, and control /cyaluate Emergency Response Organization performance during drills and exercises. Note: EP will be responsible for the drafi of the scenario.

II. MEhiBERSlHP Membership of the Emergency Preparedness Program Support Team will consist of full time and part time members as listed below. Full time members will report to the Supervisor, Emergency Preparedness for normal administrative reporting purposes.

Administrative reporting for part time members will continue to be through the normal chain of command in their individual departments, but it is expected that management ir:

their department will recognize support team activities as a priority for part time members. Part time members will normally be assigned for a minimum of two years.

Rotation of members will normally occur shortly aRer completion of the NRC evaluated biennial exercise. Time commitments may vary depending on each area of expertise.

Expectations for each individual will be established with management in each department providing team support. Milestones will be provided to each member by EP to assist membcrs in completing responsibilities.

EP Team Chader Page 2 of 2 III. SCOPE Radiological Emergency Responss Plan and Emergency Implementing Procedure Revisions will be developed by team rnembers according to their area of expertise. Part time team members will be tcsponsible for representing their own department interests as well as the Emergency Response Organization (ERO) in the program development and cross disciplinary review process. Members are expected to solicit comments and gather information from ERO members as necessary during the revision and review process.

Team members will assist in development of drill scenarios and drill evaluation material in their own areas of expertise. They will serve as controllers and evaluators during drills and exercises in those same areas and will be assigned follow-up actions from drill critiques as appropriate. There will be full drills in December 1997, January, February, June, August, and October 1998. Additionally, there will be weekly drills conducted with license requal training that will be of a reduced scope, but will ensure all key ERO positions are qualified for their positions.

Team members will participate in the strategic planning process to estab!!sh long range goals and objectives in the area of Emergency Preparedness. They will also participate in penlodic meetings update status of action items and disposition new suggestions for program changes.
