On December 4,1997, the NRC completed an inspection at your Vallecitos Nuclear Center.

n = The enclosed report presents the scope and results of that inspection.

-

Major activities reviewt J as part of this inspection included the SAFSTOR condition of the

General Electric Test Reactor (GETR), Vallecitos Boiling Water Reactor (VBWR) and ESADA '.

Vallecitos Experimerttal Superheat Reactor (EVESR), cold weather preparations for the facilities,

and provisions for detecting groundwater leaks into the facilities. A tour of VBWR and EVESR

s

was conducted to evaluate the structural condition of the facilities.

. One unresolved item was ider'ified during the inspection and is discussed in section 1.2 of tne

enclosed report. The item relates to all three facilities and involves a determination of the design

Y basis documents and regulatory basis for the current SAFSTOR status of the facilities and -

compliance with the new decommissioning requirements specified in 10 CFR 50.82. This

unresolved item will be reviewed by the NRC ane; we will inform you of the results of our review.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its

enclosure will be placed in the NRC Public Document Room (PDR).
