Dear Mrs. Delfino:
This is in response to your letter of October 15, 1978 to Chaiman Hendrie regarding the Vallecitos Nuclear Center (VNC).
As noted in your letter, the General Electric Test Reactor (GETR) was ordered shut down due to seismic considerations. Since this matter will be considered by an Atomic Safety and Licensing Board and the Board's decision wilI be s'ibject to review by the Comnission, it would not be appropriate for the Chaiman to respond to your letter. Accord-ingly, it has been referred to me for reply.
Our review of the VNC site geology and seismology as it relates to the issues of the GETR Show Cause Order and renewal of special nuclear material License No. SNM-960 continues to be given high prio ri ty.
General Electric Company is currently perfoming detailed seismic / geologic investigations which are receiving our close atten-tion. The results of these investigations will be evaluated as part of our review of GETR and the special nuclear material activities.
Please note however that, while GETR operations are suspended pending resolution of the show cause issues, activities under License No.
SNM-960 have been allowed to continue but are limi ted to those experi-enced in the recent past (limits new programs).
In addition operations in cell #3 of the Radioactive Materials Laboratory, which involve fission product or radioisotope separation, will not be conducted with-out prior NRC review and approval.
Continued activity in this manner in light of the current seismic uncertainties has been evaluated and found acceptable. A copy of this evaluation is enclosed for your infomation.

Mrs. Delfino You expressed concern over the discharge of tritium from VNC.
While the radiological environmental monitoring program conducted in the vicinity of VNC has detected elevated levels of tritium, the levels have been a small fraction of the regulatory limits of 10 CFR Part 20.
These limits have specifically been established to protect the public health and safety.
In addition, the discharge of radioactive effluents from VNC has been examined in detail by the NRC Region V Office and will continue to be evaluated to assure that all potential environ-mental radiation doses from the effluents are within the acceptable limits.
Based on the above it is not our intent at this time to take additional action regarding this issue.
As requested you will be placed on the service list of those to receive notice of hearings regarding the VNC.
