Dear Dr. Denton:

i On October 21, 1975, the General Electric Company requested renewal of License TR-1 for the General Electric. Test Reactor (GETR).

On June 26, 1985, General Electric submitted revised proposed' Technical Specifications

'which would amend that application to permit General Electric to maintain the

- GETR in a possession /non-operating status.

General Electric herein submits supplemental information for the~ possess-only amendment (Reference 3).

SUPPLEMENTAL INFORMATION TO REQUEST FOR POSSESS-ONLY AMENDMENT:

SELF-EVALUATION OF NO SIGNIFICANT HAZARDS CONSIDERATIONS Introduction The " Request for Amendment to License Renewal Application, License TR-1" requests authorization for the possession but not operation of the GETR reactor facility.

Activities performed at the facility would include decontamination testing and decommissioning training exercises.

Work will be limited to equipment, components, or devices which could be removed, repaired, replaced or installed as part of " normal maintenance".

In addition, all such work will exclude installation or reinstallation of any fuel, equipment, component or device for the purpose of restoring the facility to a condition where it would be capable of operating as a nuclear reactor.

The proposed activities will not involve the material alteration of the reactor facility.

All reactor fuel, fueled experiments, and targets containing SNM have been removed from the reactor facility and shipped from the Vallecitos Nuclear Center (VNC).

In addition, all contaminated resins have been removed from the demineralizers and shipped to a licensed waste disposal facility.

Therefore, only activation and fission product contamination remain.

A confinement approach will be utilized to minimize the possibility of contamination spreads and uncontrolled discharges.

The confinement system consists of primary containers, piping, the ventilation system, and the reactor building.

Technical Specifications are proposed which (1) define the activities that require confinement and specify the actions taken and the equipment provided to achieve confinement; (2) provide assurance the reactor ventilation system is operable when required; (3) require that during the performance of restricted activities, the stack effluent shall be monitored or sampled; and (4) specify stack release rate limits that are lower than the current ones which are for the operating reactor facility.

No Significant Hazard Evaluation Possession of the reactor facility and performance of associated activities in accordance with the " Request for Amendment to License Renewal Application, License TR-1" involves no :.gnificant hazards considerations, i.e., the proposed amendment will not:

(1) involve a significant increase in the probability or consequences of an accident previously evaluated; or (2) create the possibility of a new or different kind of accident from any accident previously evaluated; or (3) involve a significant reduction in a margin of safety.
