l 1.0 PURPOSE This Instruction provides Prairie Island specific requirements and guidance in gathering design change inputs. In addition it enables contacting the appropriate site resources needed to compile all design change input issues, i.e., special plant specific reviews. This instruction complies with the requirements for implementation of N1 ACD 2.2, Nuclear Plant Modification.

Design input Those criteria parameters, bases or other design requirements, upon which detailed final design is based. Items that must be considered in order to produce correct and complete output documents.
5.0 B_ESPONSIBILITIES The Project Engineer SHALL:
5.1 Ensure design inputs are obtained from the System Engineer and other plant personnel.
5.2 Ensure that all design inputs are listed in the design change package and acted on O
throughout the Design Change process.
6.0 BEQUIREMENTS AND RECOMMENDATIONS 6.1 General Requirements 6.1.1 The Project Engineer SHALL organize design inputs to provide a consistent basis for making design decisions, accomplishing design verification, and evaluating design changes.
6.1.2 The Project Engineer SHALL complete Design input Applicability Checklist, PINGP 1213. Items checked "Yes" or " Unknown" SHALL be addressed in the Design Change package and discussed in the Project Description / Safety Assessment.
6.1.3 The Plant Sponsor's specified design inputs should be provided on a timely basis and to the level of detail necessary to permit the design activity to be carried out in a correct manner.

(] gg DESIGN INPUTS 5AWI 6.1.1 REv: 0 6.1.4 The Project Engineer SHALL ensure design inputs are identified in the Design Change Package. Members of the Design Change Team assist in identifying design inputs. The inputs may be collectively tracked in design output documents, listed in the project description, or identified on a separate list or index. Large scale projects may require computerized data bases or project files, as directed by the Project Engineer which also provides retrieval of design inputs.
6.1.5 The Project Engineer should ensure an as-built verification is performed if the i design change involves modifying electrical circuits. The "as-built verification" l should be performed by:
- a. Performing as-built examination of the installation, or
- b. Comparing two or more independent controlled drawings, when available, to verify both agree. Controlled drawings are those contained in the plant controlled drawing files such as internals, externals, and elementary wiring i schematics. This review should include the entire circuit affected by the l p/ design change, not just the terminal points where actual wiring changes t occur, and
- c. IE jumpers, boots, or other bypass devices are to be used, THEN check specified terminal points, fuses, and fuse block connections for accuracy in nomenclature and accessibility.
6.1.6 The Project Engineer SHALL clearly identify as design inputs any unique equipment or operating problems that the design change is to address and correct.
6.2 Site Probabilistic Risk Analysis (PRA) 6.2.1 The site PRA group SHALL be contacted to determine possible effects the design change impacts the site PRA and installation risks.
6.2.2 Any information provided by the PRA group relative to the design change SHALL be identified as a design input within the design change package.
6.3 E_uel Resource (Nuclear Analysis Department. NAD) 6.3.1 NAD SHALL be contacted if any item in the Nuclear Engineering section of the Design input Applicability Checklist is identified as YES or UNKNOWN.

5AWI- DESIGN INPUTS 5AWI 6.1.1 g REV: 0 6.4 Licensing and Management issues l 6.4.1 Licensing personnel SHALL be contacted if the design change involves any change to PINGP's licensing documents, i.e., USAR, ISFSI SAR, or Technical Specification, NRC SERs, etc.
6.4.2 Any information provided by the Ucensing personnel SHALL be identified as design input with the design change package.
6.5 Design input Sources PINGP 1213 " Design input Appiicability Checklist", Figure 1, le a basic planning aid for acquisition of design input information at the beginning of the design change. This checklist will help in identifying the necessary design bases or principal source of detailed design inputs. This list is NOT all inclusive and additional inputs should be added as necessary.
l 6.6 O_ther Design inputs The Project Engineer SHALL coordinate changes impacting previous design inputs or O
causing new inputs. One or more of the following methods may be used:
- a. Design inputs may be listed as references in Design Criteria to: Codes and Standards, Specifications, Drawings and Engineering Change Requests. Their accountability is controlled through verification of design output documents.
- b. Design inputs and their design verification, used by NSP approved vendors are retained by the vendor. Acquisition of this information for NSP records is required for project close-out.
- c. Commercial grade vendors SHALL comply with NSP's approved QA program. The Project Engineer SHALL acquire the design input and verification records for all Cc mmercial Grade Procurement.
- d. For a large project, a computerized data base may be used as a centralized list of inputs alon0 with the engineering or construction documents to which they apply for review and record purposes.
6.7 Change To Desiga_LrtrLu_t_s Any changes to design inputs that are documented or referenced within an approved design change package SHALL be evaluated for impact on the design change and that evaluation SHALL be recorded as a design change record.
