Supplement 15 to License Amendment Request Dated January 29,1997 Amendment of Cooling Water System Emergency intake Design Bases This letter is submitted to suppement the subject license amendment request with additional information. Attachments 1 through 28 provide information on Prairie 1
Island programs (AWis) which provide direction to all Prairie Island site personnel to

successfully perform a design change at the plant. As noted in the telephone call with the NRC Staff on September 14,1998, the AWis apply to all Design Changes at the Prairie Island Nuclear Generating Plant. Therefore, the scope of the AWis would include the intake canal structure. Attachments 29 and 30 provide quality assessments of the organizations which performed the intake canal analyses.

Independent consuliant's reviews of the seismic analysis performed by STS Consultants were previously submitted to the NRC as Appendices R and S in Supplement 9, dated June 30,1997, to the subject license amendment.
These attachments are submitted only to assist the NRC Staff review of the subject license amendment request. NSP is not requesting ieview or approval of these
