4.2 Certificate of Compliance A written statement, signed by a qualified party, attesting that t'he items or services are in accordance with specified requirements and accompanied by additional information to substantiate the statement.

5.0 Responsibilities 5.1 Requisitioners shall be responsible for the selection of technical requirements in accordance with the requirements of this instruction.

6.0 instructions 6.1 General Requirements 6.1.1 Applicable technical requirements necessary to assure the proper item is procured shall be included or referenced in the purchase requisition.

6.1.2 The requisitioner shall transcribe the necessary technical requirements to the purchase requisition. This shall be accomplished by either:

1. Including the necessary technical requirements in the text of the purchase order, .

OR

2. Referencing the documents containing technical requirements by number, revision, date of issue, and title in such a way as to clearly identify the applicable documents. Attach the specification or drawing to the purchase requisition or provide for later transmission, unless the supplier already has the document. (Referenced documents available to the public such as industrial

, codes, standards, catalogs, or federal regulations need l

not be attached.)

6.2 Requisition Content 6.2.1 The requisitioner shall place the following items in purchase requisition technical requirements:

1. If part numbers are used, identify the source of the part numbers, such as catalogs or drawings, including applicable revision.

2. Specify applicable drawings, specifications, codes, regulations, procedures or instructions that describe the item (s) to be supplied.
3. Indicate quantity, unit and price, if known. (Indicate if this is an estimated price).
4. Indicate any special packaging, handling, shipping or storage requirements.
5. Indicate any qualification requirements as described in Section 6.4.
6. Indicate documentation requirements as described in Section 6.5.
7. Identify all attachments to the purchase requisition which will be sent to the supplier.

6.2.2 The requisitioner should consider the standard specifications identified in the following figures when determining technical requirements.

3. Figure 3 - Instrument and Control Considerations
4. Figure 4 - Structural Considerations 6.3 Original Specifications 6.3.1 For safety related items, the specifications, designs, or purchase orders to which the purchase is made shall be -

documented in the procurement documents. (Since this information may not be meaningful to the supplier, it need not be placed in the purchase requisition.) The document referenced shall contain requirements equivalent to the original equipment specifications or those of a properly reviewed and approved revision.

1. This requirement is not applicable for items procured as commercial grade.
2. This requirement for identifying the source of technical requirements used to procure safety related items is used to satisfy a requirement in ANSI N45.2.13 which requires technical requirements to be prepared, reviewed and released in accordance with ANSI N45.2.11.

C rportte Administrativa Wrrk Instructi:n N1 AWI 6.1.5 R:visi:n: 0 6.3.2 For safety relate'd spare and replacement parts, if the technical requirements of the original item are not documented, either a new specification shall be written, an old specification revised, or an engineering evaluatien shall be performed in accordance with the requirements of Figure 5.

Writing or revising a specification is preferred since it would be useful in subsequent procurements of the same item.

6.4 Environmental Qualification Requirements 6.4.1 Electrical equipment purchased after February 22, 1983 and' required to operate in harsh environments in order to mitigate the consequences of design basis events is required by 10CFR 50.49 to be qualified for operation if those environments.

6.4.2 The requisitioners shall review the plant Environmental Qualification Manual to determine the extent of required qualification.

6.4.3 Unless it is known that the item has been previously tested, the requisitioners shall require testing in accordance with IEEE 323-1974 to the parameters given in the plant Environmental Qualification Manual.

6.4.4 If the item has been previously tested but the applicable test report is not on file, a certified copy of the test report (not test summary) shall be requested. Receipt acceptance of the item shall be based on evaluation of the test report.

6.4.5 Test reports for environmentally qualified equipment shall be maintained on file by NSP or the supplier by special agreement.

6.4.6 A signed certificate of compliance stating that the item has been qualified in accordance with IEEE 323-1974 and citing the specific test report demonstrating qualification sh611 be -

required.

6.5 Documentation Requirements l 6.5.1 The requisitioner shall identify applicable documentation to be l

submitted by the supplier.

6.5.2 The requisitioner shall specify when required documentation is to be submitted and any special conditions (eg:

reproducibility, microfilm compatablity, etc.).

6.5.3 If a certificate of conformance is requested, the purchase requisition shall require the certificate to include:

1. A statement that the work was completed in conformance to the requirements of the purchase order,
2. The purchase order number,
3. Specific procurement requirements met, and
4. Procurement requirements not met and their disposition.

6.5.4 If additional substantiating documentation is required (such as in section 6.5.5), the purchase order shall require a certificate of compliance in lieu of a certificate of conformance. The requirements of Section 6.5.3 shall also apply to certificates of compliance.

6.5.5 The following are examples of documents which may be required:

1. Material Certification such as:
a. Chemical and Material Analysis
b. Impact Testing Reports
c. Tensile Testing Reports

10. Certificates of Confermance/ Certificates of Compliance
11. Supplier's Production Schedule 6.6 Software Procurement 6.6.1 For the procurement of GA related computer software, the requirements of Figure 6 shall apply.

1. Engineering evaluations shall be documented.
2. Engineering evaluations shall identify design inputs in accordance with N1AWI 5.1.3, Design Inputs.
3. Technical requirements (design outputs) shall be determined in accordance with N1AWI 5.1.4, Internal Design and Review.
4. Engineering evaluations shall include a description of why the following areas are not adversely affected by the evaluated technical requiremer.ts:
a. Interface
b. Interchangeability
c. Safety
d. Fit
e. Function (If any of the above are adversely affected, or a modification is involved, the modification process shall be used.)
5. Engineering evaluations shall analyze the need for changes to:
a. Drawings
b. Specifications '
c. Technical Specifications
d. USAR -
e. Operations Manual
f. Technical Manuals
g. Parts Lists
h. Etc.

When deemed necessary, changes to the above documents shall be initiated.

6. Engineering evaluations shall be verified by a technically competent individual other than and independent from the preparer. Such verification shall be performed in accordance with the requirements of N1AWI 5.1.4, Internal Design and Review, Section 6.5, and shall be documented.

aA. For software to be developed and delivered:

A Software Requirements Specification shall be prepared for inclusion in the Technical Requirements.

2. The extent of NSP reviews and approvals of development documents shall be determined.
3. The extent of NSP witness of program testing shall be determined.
4. Validation of software operability on the intended NSP conputer system (s) shall be considered.

B. For software that has already been developed:

1. A Software Requirements Specification (SRS) shall be prepared.
2. A Software Design Description (SDD) should be prepared. If the program is not to be changed, the SDD may be limited to a statement to that effect.
3. A Software Verification and Validation Plan (SVVP) shall be prepared.

If the program is not to be changed, the SVVP may be functionally limited to validation testing based on the SRS.

4. Users and programmers manuals shall be prepared. The programmers manual may be omitted if the program is not to be changed.
5. A Software Verification and Validation Report (SVVR) shall be prepared '

summarizing the completed SVVP. This shall be the basis of acceptance.

C. Software services (i.e. leasing the use of a program or storage of matter and backup copies, etc.) shall be procured as follows:

1. If the use of a software program is leased, the following actions are required.
a. The users manual shall be obtained and retained for the development file.
b. For approved vendors, the vendor's software certification shall be obtained for the development file or the program output must be validated for each use.
c. For unapproved vendors, the program output shall be validated for each use.

d. The responsible department manager shall assign a software custodian to act as liaison with the vendor in distributing vendor supplied materials and ensuring the notification systems are operating.
2. The procurement of services such as the physical storage of loadable media bearing software programs / data shall be from approved vendors.
