1.0 PURPOSE This procedure provides detailed instructions for the unloading of a spent fuel storage cask.

It relies on several procedures and plant practices, in addition to the steps detailed here, to safely take a cask from the cask pad and into the Spent Fuel Pool.

2.0 REFERENCES

3.1 The local temperature indication in the 121 SFP will not be operable during the pool  !

level lowering. The alarm function and the indication outside the SFP will remain operable. The temperature in the 121 SFP can be expected to rise about 1 F/hr while the level is down. Minimize the time the water level is reduced.

3.2 There will be a low level alarm on the 121 SFP and may be a high level alarrn on the 122 GFP while the pool level is reduced.

i 3.3 Use particular care when working over and around cask sealing surfaces to prevent l inadvertently damaging them.

l 3.4 The surface of a loaded cask may be uncomfortably hot. l 3.5 Time spent above the loaded cask after removal of neutron shielding, and below the l loaded cask at any time SHALL be minimized due to the potentially high neutron dose rates (> 150 mrem /hr).

3.7 IE SFP Special Ventilation starts due to high airborne contamination, THEN the l

autostart is reportable as an unplanned ESF actuation. Should SFP Special Ventilation Etart as a result of radiation shine from the cask onto R25 and R31, the autostart is not considered reportable.

N 3.8 The lower trunnions SHALL NOT be used to lift the cask while it is loaded with fuel.

3.9 The transporter should be brought into the Auxiliary Building prior to use if the temperature in the storage location is below freezing. Sufficient time should be given to allow the equipment to warm to above 35 F.

3.10 The lift beam SHALL be stored in the Aux. Building 24 t1ours prior to use to ensure its temperature is greater than 40 F. The temperature of the lift beam should be taken if it is believed it is < 40 F.

3.11 The cask trunnions were designed to be used between air temperature of -40 F and

+120 F. Operations outside these bounding conditions must be evaluated.

3.12 All slings and lifting devices used during this procedure SHALL be inspected prior to use.

3.13 The safe laydown areas for the cask include the 695' elevation of the rail bay, the 695' elevation of the cask decon area and the 713'-6" elevation of the 121 SFP. No other area is to be used to set the cask.

3.14 When the Aux Building Crane main hook is within 1 foot of high hook, the rotary limit switch enters a dead band. Do not lower the cask unless 2 feet of clearance is available.

3.15 A safe load path has been marked in the south end of the Aux. Building. This path SHALL be followed when the cask is entering or exiting the SFP enclosure. An individual SHALL be designated to assist the crane operator to ensure the safe load path is followed.

The following safety related structures are in the path of the cask:

A. SFP cooling lin'es on the south wall of the SFP.

B. SFP structure.

C. SFP stainless steel liner.

D. Spent fuel and spent fuel racks north of the cask laydown area.

Section CASK UNLOADING PROCEDURE D95.2 REV: 2 Page 6 of 57 3.16 The individual supervising the cask operations SHALL ensure that individuals not directly involved with the work being performed do not become a distraction to the workers.

3.17 Work not associated with the cask SHALL be suspended in the SFP or the south side of the spent fuel enclosure during cask activities.

4.0 SPECIAL EQUIPMENT AND PERSONNEL RECLUlBE_D_

4.1 See Table 1 for required tools.

4.2 Personnel from Maintenance, Operations, Radiation Protection, Security, Engineering and Nuclear Plant Services are required at a minimum.

5.0 SPECIAL CONSIDERATIONS The regulatory and political sensitivity of returning a loaded cask to the SFP cannot be over emphasized. Care must be taken to perform every step in a thoughtful manner while maintaining a questioning attitude. Should anything not look right during the performance of this procedure it is imperative that the issue be resolved prior to proceeding. All those involved in the performance of this procedure shall have their questions satisfactorily answered prior to having to perform their task. Pre-job briefings SHALL be repeated for each shift.

6.0 PREREQUISITES 6.1 The fc ,owing PMs have been completed within the past year:

PM 3560-25, Crane Hook Annual NDE PM 3160-3, Aux Bldg Crane Mech insp PM 3130, Cask Transport Vehicle N 6.2 SP 1077, Special Lift Fixture for TN-40 Cask, has been completed within the last year 25%.

6.3 A walkdown of the road leading to the ISFSI has been performed to verify there are no washouts, potholes or snow buildups that will inhibit safe passage of the transporter to and from the ISFSt.

6.4 A SFP Work Permit is attached to this procedure.

cask.

6.5 SP 1402, Auxiliary Building Crane and Lift Beam inspection SHALL be completed within seven (7) days prior to lifting the cask with the Aux Building crane.

6.6 The applicable prerequisites for D5.1, Spent Fuel Pit Fuel Handling Operations are complete.

6.7 The water level in the SFP is at or near the low limit, approximately 3' below the deck.

6.8 The SFP water clarity is sufficient to safely handle fuel.

6.9 The temperature of the SFP is less than 110 F. The SFP temperature can be expected to rise 1 F/hr once SFP cooling has been shut off.

6.10 Portable underwater lighting is available.

6.11 Underwater cameras and VCR equipment are available.

6.12 All replacement seals required for cask reassembly are available, if necessary.

6.13 Boron concentration in SFP is > 2280 ppm. Record on Appendix A, Cask Loading Report.

7.0 CASK TO PREPARATION AREA 7.1 Perform a pre-job briefing for individuals involved in moving the cask to the Aux Building. Attach PINGP 1112. The pre-job briefing SHALL include a review of the procedure precautions and special considerations.

7.2 Disconnect the cask pressure monitoring system.

7.2.1 Close the seal monitoring isolation valve at the top of the cask.

Page 8 of 57 7.2.2 Vent remaining pressure from tubing by opening the fill and vent valve on the transmitter manifold.

7.2.3 Disconnect the tubing and supports between the cask isolation valve and the pressure transmitter.

7.2.4 Disconnect the alarm signal cable from the pressure transmitter.

Tape the end of the cable and coil up inside its pullbox.

Disconnect conduit and associated hardware.

7.2.5 Remove the transmitter stand and pressure transmitter. ,

7.2.6 Place all of the disconnected equipment in the equipment storage building.

7.2.7 Check the alarm monitoring panel to acknowledge status of the casks. '

1. In the event of an unexpected cask lowering during movement to the ISFSI, consult procedure F3-2 for classification and evaluate appropriate corrective actions.
2. Figures 2 and 3 provide identification and location of many of the transporter components.
3. The transporter speed SHALL be administratively limited to 3 miles per hour.

7.3 Prepare the transporter for cask loading.

7.3.1 Connect the transporter to the tow vehicle using the applicable sections of Appendix B, Transporter Operating Procedures &N_D N move into position to load the cask.

7.3.2 Startup the transporter using Section 1.0 of Appendix B, Transporter Operating Procedures.

7.3.3 Set the transporter parking brakes.

7.3.4 If necessary, disconnect the tow vehicle from the transporter, Appendix B, Section 2.0.

7.3.5 Raise the transporter using both left and right JACK EXTEND pushbuttons s.imultaneously until the rear wheels are just off the ground M re. :ase the parking brakes.

7.3.6 Set the transporter parking brakes.

7.3.7 Using the Control Pendant, unlock the rear turntables, switch them into the " LOAD" position, M lock them into position.

7.3.8 Release the parking brakes.

NOTE *. The Parking brakes are engaged once the rear tires touch the ground or if the transporter begins to move.

7.3.9 Lower the transporter using both left and right JACK RETRACT pushbuttons simultaneously M engage the parking brakes l when the tires touch the ground. Continue retracting jacks until l they are in the stowed position.

7.3.10 if disconnected, reconnect the tow vehicle to the transporter per Appendix B, Section 2.0.

7.3.11 Using the Control Pendant, set the cask links to the "OUT" position and fully lower the cask links.

7.3.12 Position the transporter and tow vehicle so that the transporter's centerline is approximately one inch of the centerline of the cask.

7.3.13 Release the parking brakes M back the transporter until the l cask is centered between the cask links.

7.3.14 Repeat Steps 7.3.3 through 7.3.6.

7.3.15 Using the Control Pendant, unlock the rear turntables, switch them into the " TRAVEL" position AND lock them into position.

7.3.16 Repeat Steps 7.3.0 - 7.3.9.

7.3.17 Use the Control Pendant to move the cask links to the "IN" position, where they should engage the upper trunnions on the cask. It may be necessary to manually maneuver the links to engage the trunnions. ,

CAUTION: KEEP ALL PERSONNEL CLEAR OF THE CASK WHILE OPERATING THE HOIST.

7.3.18 Set the parking brake. l 7.3.19 Raise the cask by using the RAISE pushbutton on the Control Pendant.

It is possible to twist the cask within the restraints by raising and lowering the jacks with the restraints NOTE: connected. If rallef valves begin to vent pressure when moving jacks, the jacks have reached their limit. Keep  ;

Jacks level to keep torque at a minimum.

7.3.20 linhook the lower cask restraints from their storage chains and attach to the cask lower trunnions. To fully engage the lower restraints, it may be necessary to place the cup over the trunnion while the jack arms are raised and lowered until the cup falls in place.

7.3.21 Verify that the pressure gauge on the Jack assembly is in the green band.

7.3.22 Shutdown the transporter per Section 4.0 of Appendix B, l Transporter Operating Precedure, in preparation for travel.

7.4 Notify Security that the transporter is ready to move to the Aux Building A_ND the Aux Building west rollup door limit switch will be removed.

7.5 With Security present, remove the limit switch on the Aux Building west rollup door to allow for sufficient clearance for the transporter.

7.6 Tow the loaded transporter into the Aux Building.

7.7 Disconnect the tow vehicle per Section 2.0 of Appendix B. l 7.8 Replace the Aux Building west rollup door limit switch. l 7.9 Remove the cask from the transporter.

7.9.1 Startup the transporter using Section 1.0 of Appendix B, Transporter Operating Procedures.

7.9.2 Unhook the lower cask restraints from the cask lower trunnions l and store using the storage chains. To fully release the lower '

restraints, it may be necessary to have someone pushing the cup off the trunnion, while someone else lowers or raises the jack arm until the cup releases.

7.9.3 Lower the cask with the LOWER pushbutton on the Control Pendant.

7.9.4 Manually clear the cask links from the upper trunnions. Use the Control Pendant to set the cask links to the "OUT" position.

7.9.5 Set the transporter parking brakes.

7.9.6 Remove the upper hoist assembly per the following procedure.

A. Attach the upper hoist assembly to the overhead crane.

There la no need to release hydraulic pressure when NOTE: disconnecting the hydraulic lines. The connections are self-sealing.

B. Detach all hydraulic lines at the appropriate quick-disconnect points. Tie back and secure.

FAILURE TO DO SO MAY RESULT IN PERSONAL INJURY.

C. Remove the clevis pin from the hoist cylinder. Secure the hoist cylinder in the fully extended position. l D. Remove the eight bolts holding the upper hoist hinges in place.

CAUTION: THE UPPER FRAME WElGHS 14,700 POUNDS AND IS CONSIDERED A HEAVY LOAD. DO NOT SUSPEND THE UPPER FRAME MORE THAN 20 FEET ABOVE A LOADED CASK. MOVE THE FRAME SO THAT IT IS NOT DIRECTLY OVER THE CASK UNTIL IT IS LESS THAN 20 FEET ABOVE THETOP OFTHE CASK.

E. Lift the upper hoist assembly away from the tra*1 sporter and store on its storage racks.

7.10 Remove the Protective Cover (approx. weight 1500 lbs.)

7.10.1 Carefully bleed off the OP system by opening the isolation valve.

7.10.2 Remove the bolts attaching the valve / plate assembly to the protective cover. Slide the valve / plate assembly inside the protective cover.

7.10.3 Remove the protective cover bolts (1-7/8" hex socket) A_N_Q store in the bolt storage box.

7.10.4 Attach rigging to the lifting lugs located on the top of the l

protective cover.

7.10.5 Remove the protective cover AND inspect the viton gasket for cracks before placing the cover on the floor. Note any cracking in Appendix A.

CASK UNLOADING PROCEDURE D95.2 REV: 2 Page 13 of 57 7.11 Remove the Overpressure (OP) Port Flange, OP Tank and Top Neutron Shield (approx. weight 2,000 lbs.)

Required Equipment

. Rigging e 1-7/8" hex socket and ratchet

. 3/8" hex key socket for removal of the OP port flange 7.11.1 Turn each OP port flange screw 1/4 turn counterclockwise following the sequence of Figure 8.

7.11.2 Turn each OP port flange screw another 1/4 turn counterclockwise following the sequence of Figure 8.

7.11.3 Remove all bolts and store in the bolt storage box.

7.11.4 Remove 4 bolts attaching the top neutron shield to the lid and store in the bolt storage box.

NOTE: Use blocking to support tubing above neutron shleid.

7.11.5 Attach rigging to the three lifting lugs on the side of the neutron shield ANQ slowly lift the neutron shield /OP tank straight up being careful that the OP port flange does not bind.

7.11.6 Move the neutron shield /OP tank assembly to its lay down area.

7.11.7 Set the assembly down in its lay down area being careful to place the assembly so that the OP port flange is sitting flat with no strain on the tubing.  ;

7.11.8 Apply two layers of Griff tape over the OP port on the lid.  !

1 7.12 Place the bottom protective cover in the cask decon area.

N 7.13 Perform Section 1.0 of Appendix D, Lifting Devices Visual Check.

. been performed in the previous seven (7) days.

Last Date Complete Today's Date 7.15 Attach the lift beam to the crane by performing the applicable sections i of Appendix C, Lift Beam Operating Instructions.

. 7.16 Engage the lift beam to the upper trunnions per Section 4.0 of Appendix C, Lift Beam Operating Instructions.

1 While the Aux Building Crane la moving the cask into the Spent Fuel Pool, the crane switch will be in the NOTE *. " CRITICAL" position. In this condition, the crane will be unable to move more than 1 inch east or west once it passes the roof slot centerline and is within 6 feet either side of the enclosure.

7.17 Place the Aux Building Crane in the " CRITICAL" position.

7.17.1 Turn the key switch on the crane controls to the " CRITICAL" position.

Maintenance Date 7.17.2 Key switch on the crane controls verified in the " CRITICAL" position by an individual different from the individual who changed the key switch position.

Maar ance Date CAUTION: PERSONNEL MUST BE KEPT CLEAR OF THE AREA BELOW THE CASK DUE TO POTENTIALLY HIGH NEUTRON DOSE RATES.

7.18 Slowly lift the cask approximately one-inch and observe the crane, trunnions and lift beam for unusual noises, deformation or indication of improper function.

7.19 Lift the cask out of the transporter AND lower it onto the bottom protective cover in the cask decon area following the safe load path shown in Figure 11.

7.21 Release the lift beam from the cask per Section 3.0 of Appendix C, Lift Beam Operating instructions.

7.23 Replace the upper hoist assembly onto the transporter:

7.23.2 Lower the upper hoist assembly into place on the transporter.

7.23.3 Install the eight hinge bolts to the upper hoist assembly AND torque to 460 20 ft-Ibs.

8.3 Connect the sampling device to the vent port Hansen fitting and take a cavity gas sample. Process the sample per RPIP 4105.

8.8.2 Torque each hoist ring using a 7/8" hex key socket to 470, 20 ft-lbs.

8.23.4 Move the cask within the safe load path as shown on Figures 12 and 13, and as delineated on the floor and railings in the fuel receipt area. When the white permissive light is LIT on the bridge, then the trolley is aligned with the hatch centerline.

8.23.5 Restare the handrail.

8.24 Lower the cask.

8.24.1 Slowly lower the cask into the spent fuel pool while spraying the cask and lift beam with demineralized water to provide a film of clean water on the cask surfaces.

8.24.2 Continue lowering the cask until the Griff tape, placed nine (9) feet from the cask flange, is underwater. Nine feet from the cask flange is the minimum for flooding the cask, the cask may be lowered further if desired.

8.25 From Appendix A, Cask Loading Report, note the time of the independent boron samples A_NE record the time that the cask flooding begins. Verify both samples were drawn within four (4) hours of cask flooding.

8.26 Evaluate the need for special precautions based on the chemistry results from the grab sample.

8.27 Fill Cask with Water 8.27.1 Attach a fill hose to the Hansen coupling in '.he drain port.

8.27.2 Attach the vent port adapter (Figure 14).

A. Record the temperature and pressure gauge calibration information in Section 1.0 of Appendix A, Cask Loading Report.

B. Position the vent port adapter ANR tighten the bolts.

C. Verify the sample vent is CLOSED.

D. Attach the hose to the vent port adapter AND arrange so that the adapter is not supporting the weight of the hose.

NOTE: The depth of the drain hose underwater directly affects the back pressure on the cask.

8.27.3 Route the drain hose underwater due to the possibility of steam being forced out of the cask AND secure to prevent whipping.

MONITOR THE PRESSURE CAREFULLY AND DECREASE FLOW IF THE PRESSURE BEGINS TO RISE.

8.27.4 Slowly pump water from either pool (the 121 SFP is preferred if level is above yellow mark) into the cask through the drain port. Continuously monitor the temperature and pressure. lE pressure exceeds 10 psig or temperature exceeds 240 F, THEN stop pumping water into the cask until the temperature decreases to less than 215 F. Increase the flow if the pressure is stable.

CAUTION: THE VENT PORT ADAPTER MAY BE HOT.

8.27.5 After verifying that a steady stream of water is coming from the drain line by checking for bubbles or carefully lifting the hose out of the water, take a grab sample for chemistry analysis per RPIP 4105.

8.27.6 Continue pumping water into the cask until the temperature decreases to 190 F. Regulate the water flow to keep pressure s10 psig.

8.27.7 Stop the pump.

8.27.8 Pull the drain hose out of the water ANLQt verify no water flow indicating the cask is depressurized.

8.27.9 Remove the hose from the drain port AND the hose and vent port adapter from the vent port.

N 8.27.10 Apply two layers of Griff tape over the sealing surface and outer diameter of the vent and drain ports. DO NOT obstruct the vent port opening with Griff tape.

8.33 Rinse the lift beam and cask lid with clean water as they emerge from the pool.

8.37.1 Carefully remove all gasket retaining screws using a flat blade screwdriver AND remove the gasket.

8.37.2 Decon gasket groove and seal area with radiac wash.

8.37.3 Clean the gasket groove with acetone, wipe dry with a clean cloth AND visually inspect the gasket groove to ensure that the surfaces are free of scratches or imperfections.

The new gasket must be continuously and uniformly

- NOTE: supported while bringing it to the lid and during Installation.

N 8.37.4 Prepare the new gasket.

A. Using a 3/16" drill bit, drill new mounting holes for the lid gasket screws. The new holes should be offset a consistent length from the existing holes.

B. Locate the OP port, drain port and vent port passageways on the lid surface AND carefully drill 1/8" holes in the center of the metallic gasket corresponding to the locations of the port passageways.

C. Clean the new gasket with lint free clotm and acetone.

D. Inspect the gasket AND verify free of dents and scratches across the sealing surface.

8.37.5 Position the gasket in the groove. Assign sufficient personnel to hold the gasket so that the O-ring is not damaged during installation.

8.37.6 Reinstall the gasket retaining screws AMQ tighten using a flat blade screwdriver.

8.38.3 Proceed with fuel offloading per procedure D5.1 and C17.

8.38.4 Document the Work Order number and fuel move numbers on Appendix A, Cask Loading Report.

8.38.5 Gently remove the top face protective cover by lifting with the tag lines and tying them off with the protective cover still in the SFP but away from the cask.

8.39 Write a separate Work Order to disposition the off loaded cask.

The parking brakes are to be used only when the transporter is completely stopped, and must be

1.0 TRANSPORTER STARTUP l 1.1 Verify the transporter is plugged into the welding receptacle, if not perform the following:

1.1.1 Verify that the 30 Amp circuit breaker in J-BOX 3 is in the "OFF" position.

1.1.2 Connect one end of the power cable to the connector on the right jack assembly.

1.1.3 Connect the other end of the power cable into the designated welding receptacle.

1.1.4 Turn the 30 Amp circuit breaker in J-BOX 3 to the "ON" position.

If the ambient temperature is below 32 F, allow the power unit to run until the reservoir temperature is above 50'F before operating the transporter.

2.0 TOW VEHICLE FROCEDURES

. 2.1 Connecting t_he Tow Vehicle 2.1.1 StartLp the transporter (Section 1.0).

2.1.3 Align the tow vehicle with the centerline of the transporter.

2.1.4 Back up the tow vehicle until the hitch tongue can be lowered onto the tow l vehicle hitch.

2.1.5 Lower the hitch tongue onto the tow vehicle hitch ANQ secure the tow vehicle i hitch mechanism CLOSED.  ;

2.1.6 Connect the 12VDC power cord between the transporter and the tow vehicle.

2.1.7 Unlock the front steering of the transporter by using the Control Pendant.

2.1.8 Release the transporter parking brakes.

2.1.9 If desired, shutdown the transporter and prepare for travel (Section 4.0).

2.2 Disconr.9cting the Tow Vehicle 2.2.1 Position the transporter with the hitch tongue parallel to the long axis of the transporter.

2.2.2 Startup the transporter (Section 1.0).

2.2.3 Set the transporter parking brakes.

2.2.4 Disconnect the 12VDC power cord from between the tow vehicle and the transporter.

2.2.5 Unlock the tow vehicle hitch mechanism.

2.2.6 Use the Control Pendant to raise the hitch tongue to the fully disengaged position.

2.2.7 The transporter can either be shutdown (Section 4.0 ) OB is ready for use.

3.0 TOW DOLLY PROCEDURES 3.1 Connecting the Tow Dolly 3.1.1 Align the tongue of the transporter with the transporter centerline using the tow vehicle.

3.1.2 Startup the transporter (Section 1.0).

4 3.1.3 Lock the steering of the transporter using the Control Pendant.

3.1.4 Set the transporter parking brakes.

3.1.5 Disconnect the tow vehicle from the transporter AtLQ connect the tow dolly to the tow vehicle. Lock the tow dolly steering with pin provided.

3.1.6 Raise the transporter using both right and left . LACK EXTEND pushbuttons simultaneously. Raise the transporter to the full extent of the jacks.

3.1.7 Using the tow vehicle, position the tow dolly under the transporter so that the sockets of the upper tow dolly frame are below the engaging blocks on the transporter frame.

3.1.8 Lower the transporter onto the tow dolly, adjusting the upper frame as required to engage the transporter blocks in the tow dolly sockets.

CAUTION: - THE TOW DOLLY WILL LIFT OFF ITS TONGUE CASTER AS THE TRANSPORTER IS LOWERED.

3.1.9 Unlock the tow dolly steering by removing the pin from the turntable of the tow dolly.

3.1.10 Put pins in upper ears when aligned to the transporter.

3.1.11 Continue retracting both jacks until they are in the stown position (completely i retracted). I l

3.1.12 Shutdown the transporter in preparction for travel (Section 4.0).

3.2 Djsconnect the Tow Dolly i

3.2.1 Startup the transporter (Section 1.0).

3.2.2 Hitch the tow dolly to the tow vehicle.

3.2.3 Set the transporter parking brakes.

3.2.4 Slowly raise the transporter using both JACK EXTEND pushbuttons to remove pins from upper ears. Use one of the pins to lock the tow dolly steering.

3.2.5 Raise the transporter clear of the tow dolly by using both the left and right JACK EXTEND pushbuttons simultaneously.

i 3.2.6 Use the tow vehicle to park the tow dolly.

3.2.7 Lower the transporter to the ground by retracting both Jacks until they are in the stowed position (completely retracted).

3.2.8 Reconnect the tow vehicle to the front hitch of the transporter.

3.2.9 Unlock the front steering of the transporter from the remote pendant.

3.2.10 Release the transporter parking brakes.

3.2.11 if desired, shutdown the transporter and prepare for travel (Section 4.0).

4.0 IBANSPORTER SHUTDOWN 4.1 Deactivate Hydraulic Power Unit 4.1.1 Retract all hydraulic systems to their home position or the appropriate position for travel.

4.1.2 Manually verify the position of all vehicle components.

4.1.3 Ensure that the system pressure is at the correct level by checking the gauge on the left jack assembly. The pressure must be in the green zone (above 1900 psig).

4.1.4 Turn OFF the power unit at the Control Pendant.

4.2 The transporter will ordinarily be stored with the electrical cord connected. IE the transporter is to be stored unplugged or is being prepared for travel, THEN perform the following:

4.2.1 Verify that all the systems requiring power are in the " READY FOR TRAVEL" i position.

4.2.2 Turn the 30 Amp circuit breaker in J-BOX 3 to the "OFF" position.

4.2.3 Detach the power cord from the welding receptacle.

1 4.2.4 Remove the other end of the cord from the connector on the right jack assembly.

4.2.5 Coil the cord AND return it to the storage area on the transporter.

5.0 EMERGENCY CASK LOWERING In the event that the cask must be lowered when the transporter is not able to power up to  !

complete a full unloading procedure, the cask can be lowered to the ground by using the following procedure. Once the cask is on the ground, the transporter will be unable to move without completely unloading the cask. It will be necessary to bring a portable 460VAC generator to the transporter in order to move it again.

5.1 If possible, move the transporter to level ground.

5.2 Set the parking brakes AND chock the wheels if on a grade.

j IF the Lower Cask Restraints cannot be removed, the cask NOTE: can still be lowered but it will not lower straight down. l This may make reloading difficult.

5.3 Remove the Lower Cask Restraints from the cask.

5.4 Release the pressure to the cask lift from the valve on top of the power unit. The lift is  ;

valve No. 9. I 5.5 Allow the cask to lower to the ground.

APPENDIX C - LIFT BEAM OPERATING INSTRUCTIONS 1.0 ATTACHING THE LIFT BEAM TO THE AUXILIARY BUILDING CRANE, 1.1 Required Equipment e Ratchet e 3/4" socket 1.2 Remove the crane hook extension keeper plate.

1.3 Remove the 6-7/8" lift pin from the crane hook extension.

4 1.4 Lower the crane hook between the vertical plates of the crane hook extension AND align the holes with the crane hook eye.

1.5 Insert the pin through the vertical plates.

1.6 Install the keeper plate AN_Q tighten the bolts.

1.7 Remove the keeper plate of the lift beam.

1.8 Remove the 6-7/8" lift pin from the lift beam.

1.9 Lower the crane hook extension between the horizontal plates of the lift beam ANQ align the holes with the crane hook eye.

1.10 Insert the pin through the vertical plates.

1.11 Install the keeper plate AND tighten the bolts.

2.0 CONRECTING THE AIR SUPPLY 2.1 Connect the air controller to an air supply of 75-125 psig.

2.2 Estimate the mavimum distance that the air controller will be from the air supply during the intended operation to determine the appropriate number of air hose sections required.

It may be necessary to disconnect the flexible hose from the ilft beam during certain out-of-pool operations. Be

- NOTE: certain the hose connections are fully seated. A distinct click can be heard when the quick connectors are properly engaged.

2.3 Attach the section(s) of the lift beam hose to the three quick connectors on the air controller. The hoses and quick connectors are color-coded to assure proper connection (Figure 9).

2.4 Connect the three hoses to the fittings on the right hand side of the beam as one faces the side with the piping. The hoses, piping and air controller are color coded.

2.5 Verify that both bypass toggle va!ves located on the beam are in the " CLOSED" position (Figure 9).

2.6 Verify the red handle of the locking cylinder valve on the air controller is in the " LOCK" position.

2.7 Depress the black handled toggle valve labeled " Flow Reset" on the air controller until a pressure of at least 75 psig is indicated on the pressure gauge. Release the toggle to close this valve AN_D Q activate the automatic cut off valve in the air controller. This valve is designed to cut off the air supply to the system if a leak develops in the hoses, piping or connections.

3.0 MOVING THE LIFT BEAM ARMS TO " RELEASE" CAUTION:7 DO NOT ATTEMPT TO MOVE THE ARMS WHEN THE RED HANDLE IS ON " LOCK" OR THE AIRLINES ARE DISCONNECTED. HOWEVER,IF THIS SHOULD HAPPEN, RETURN THE ARM POSITIONING LEVER TO THE POSITION CORRESPONDING WITH THE CURRENT POSITION OF THE ARMS ON THE BEAM BEFORE MOVING THE RED HANDLED LOCKING CYLINDER VALVE TO " UNLOCK".

When the system is in the " LOCK" position, visual confirmation la provided by small metal flags which ar6 mounted on one side of the lift beam. The flags extend horizontally over the lock pins when the pins are fully extended through the lock plate. They can be seen from the surface of the pool when the cask is under water.

1 2.0 LID LIFTING SLING ASSEMBLY HEAVY LOADS INSPECTION Visually inspect the lid lifting sling assembly (Figure 10). Conditions for replacement are as follows (list is from D58):

2.1 Six randomly distributed broken wires in one rope lay, or three broken wires in one strand in one rope lay.

2.2 Wear or scraping of one-third the original diameter of outside individual wires.

2.3 Kinking, crushing, bird-caging or any other damage resulting in distortion of the rope structure.
