1.0 EURPOSE This Instruction defines a method to collect necessary design change paper work on the front end, and provides convenient record retrieval at any point in the project, and easy close-out.
This will create a comprehensive paper trail for future record retrieval.

4.1 P_aAJesign Change Used to break a large design change project into manageable smaller parts. A numeric f
l suffix designation is added to the number, i.e., Part 1 for Unit 1 and Part 2 for Unit 2. In the Site Information System Computer, the format is: 96RC01-P2. The same review and approval that was done on the original package is required for the parts.
4.2 Revision. Design Change The act of revising a change to the approved design change scope. A numeric suffix designation is added to the number. In the Site Information System Computer the format is: 96SG01-R1. When the revision changes the scope or intent of the original design change, then the revised package obtains the same reviews as the originai package.

5.0 RESPONSIBILITIES 1 5.1 The General Superintendent Engineering NGS and Plant SHALL be responsible for:
5.1.1 Ensuring that design changes are closed out in a timely manner following l turnover for operations.
5.1.2 Trending and documenting design changes for turnover and close-out.

5.1.3 Establishing and documenting quantitative goals to ensure timely close-out.
5.1.4 A periodic review of open Design Changes.
5.1.5 Final approval of the design change close-out package.
l l 5.2 The Project Engineer or designee SHALL:
l 5.2.1 Be responsible for authentication of the quality of all records pertaining to their design change.
5.2.2 Maintain the Record Log, PINGP 1217, up to date.

AND RECORDS REv: 0 5.2.3 Submit completed records to Records Management in a timely manner.
5.2.4 Ensure that the drafting group updates the drawings in a timely manner.
5.3 Records Management personnel SHALL be responsible for indexing and filming completed records in a timely manner upon request.
5.4 The Design Engineering Coordinator SHALL be responsible for maintaining the Design Change Index and electronic forms information system.
6.0 REQUIREMENTS AND RECOMMENDATIONS 6.1 General Requirements 6.1.1 Design documentation and records provide evidence that the design and review process was performed in accordance with ANSI N45.2.11 and ANSI N18.7.
6.1.2 The documentation SHALL include not only the final design documents such as drawings and specifications, and revisions thereto, but also records of the important steps including sources of design inputs which support the final design.
6.1.3 Collection and tracking of records is critical for successful turnover and close-out out of all Design Changes. l 6.1.4 Design Change records SHALL be legible and be in the form suitable for reproduction, filing and retrieving.
6.1.5 All records listed on the Record Log, PINGP 1217 as Required for Turnover, "Yes"; SHALL be completed prior to turnover.
6.1.6 Design Change records are filed in the following three major record groups:
- a. Design Change package records; PINGPs 1210 through 1219; Document Type 8.160.
- 1. All records identified in the Design Change Package I .aex, PINGP 1210 (Figure 1) checked "Yes attached" SHALL be included in the design change package.
.O 2. The Project Engineer should assure that the Design Change Package U Index, PINGP 1210, is maintained current at all times and SHALL assure completeness upon close-out.

- 3. At turnover, the Design Change package content SHALL be stored in a Fire Rated cabinet and filmed upon final close-out.
- 4. Cancellation form (PINGP 1221) SHALL be filmed under Document Type 8.160.
- b. Design Change Output Records, refer to Table 1, is a List of Associated Design Change Output Records, with Document Type Numbers in the 1000 to 7000 series.
- 1. All Design Change Output Records SHALL be cross referenced on the Record Log, PINGP 1217, Figure 2.
- 2. Design change output records SHALL be microfilmed as generated.
- c. Miscellaneous Design Change Records can be included at the discretion l
of the Project Engineer. Refer to Table P.10milaneous Design Change Records with assigned 8000 series dc n ut ;,pe numbers.
The Project Engineer determines which records should be microfilmed.
6.1.7 The final packagc SHALL NOT be submitted for close-out until all activities are complete. If the Design Change package has parts, they may be submitted i separately upon completion of the activities associated with that part.
i l 6.1.8 Design change records (including consultant design records) SHALL be stored and maintainad at NSP facilities upon close-out of the project.
l 6.1.9 All records SHALL be collected, stored and maintained in accordance with 5AWI 3.4.0, QA Records Control.
l 6.2 Record Creation & Collection l
6.2.1 The Project Engineer SHALL assemble and maintain the Design Change Package. The design change package SHALL be updated from time to time as l the design work progresses. Relevant information or continuation pages may be attached to the various forms in the design change package.
l l 6.2.2 Each design change record SHALL be annotated with the design change i number, document type number and page numbered. The first and last page should indicate a page total.

6.2.4 On-line forms are always encouraged especially when projects are complex or the amount of information to be listed on the paper form is unwieldy.
- a. All design change electronic form templates are under the PI Document icon.
- b. Forward each reviewed / finished electronic PINGP form to the Design Engineering Coordinator via E-mail for storage in a common directory as read only.
6.2.5 The Project Engineer SHALL ensure that tasks required to be complete prior to turnover are specifically identified on the Record Log, PINGP 1217 or equivalent, prior to turnover. See SAWI 6.1.9, Design Change Turnover.
p 6.2.6 Complex or large projects may be divided into parts and review packages b prepared for each part.
- a. In such cases, the parent design change review package part SHALL cover the integrated design of all parts.
- b. Elements of this package may be constructed by cross-reference to other plant design change review package parts.
- c. Special indexing to itemize contents and page breakdown is desirable for complex projects.
6.2.7 Tables 1 and 2 may be reviewed as a guideline to help determine if a document is a record.
6.3 Design Change Package Index 6.3.1 PINGP 1210, Design Change Package Index SHALL be used as a dynamic table of contents for the design change package. File the pending or completed records in the order listed on PINGP 1210 for easy retrieval while the project is active and filming will occur in this order also.

- a. List new or existing plant documents by number and name which need to be updated and their current revision.

- c. Indicate the submittal date.
6.4.3 The Project Engineer exercises control over this process and is responsible for identifying pla- icument(s) which require revisions as a result of the design change.
All records listed on the Record Log, PINGP 1217, as required for Turnover, "Yes"; SHALL be completed prior to turnover.
3, (V 6.5 Film Records as Generale_d 6.5.1 This method will allow design change records to be available to more people and provide a computerized index and retrieval method at any given point in the project. Records should be processed as soon as possible after completion to avoid omitting items, therefore making project close-out easier.
6.5.2 All records listed on Table 1, Design Change Output Records are filmed as generated through the normal course of the process per its corresponding AWI procedures.
6.5.3 Records listed on Table 2, Miscellaneous Design Change Records are optional records.
- a. Typically these records come from outside sources.
- b. The Project Engineer or designee SHALL, review and determine the appropriate value of retaining these records.

- c. The Project Engineer or designee determines the appropriate Document Type number.
- 1. Stamp the face of the record with stamp provided and indicate:
a) Design Change Number, and b) Document Type Number, refer to Table 2.
- 2. Forward the completed record (s) to Records Management for filming.
6.5.4 Table 3 provides CHAMPS Record Retrieval instructions.
6.6 Other Media 6.6.1 Architect Engineering supplied microfilm, fiche or aperture cards are indexed as generated the same as paper records; a physical vault storage location will be assigned.
6.6.2 Two rolls of microfilm are requested from the Architect Engineer; one is stored and the other roll is for library use.
6.7 Cancel Design Change l

documentation to Records Management.
