License Amendment Application to Revise Technical Specification 6.2.3, Facility Staff Overtime I Ladies and Gentlemen:

Enclosed is an application for an amendment to the Davis-Besse Nuclear Power Station (DBNPS), Unit Number 1 Operating License Number NPF-3, Appendix A, Technical Specifications. The proposed change involves Technical-Specification (TS) 6.2.3, Facility Staff Overtime.

The proposed change would modify the existing TS 6.2.3 by removing the specific overtime limits and working hours from the TS consistent with the  ;

NRC's recent determination, on a generic basis, that such limits need not be specified in the TS. This determination was documented in the NRC Staff's Safety Evaluation for Amendment Numbers 127 and 116 (NRC TAC i Numbers M86191 and M86192) to the Operating Licenses (Numbers NPF-10 and j NPF-15, respectively) for Southern California Edison Company's San Onofre 1 Nuclear Generating Station Units 2 and 3. The specific overtime limits and working hours will be removed from the TS and relocated to the DBNPS's Technical Requirements Manual (TRM) which is referenced in the DBNPS's Updated Safety Analysis Report (USAR). Future changes will then be controlled in accordance with Section 50.59 of Title 10 of the Code of Federal Regulations. //

The existing TS 6.2.3 will be revised editorially to facilitate the removal j of specific overtime limits and working hours. In addition, a new /[80/ i requirement will be added for plant administrative procedures to ensure that individual overtime for plant personnel identified in the procedures as performing safety-related functions will be reviewed monthly by the plant manager or his designee (s).
