REVIEW OF ZIMMER REACTOR COOLANT MAKEUP SYSTEM CAPABILITY UNDER LOCA CONDITIONS .

The ASME Code Section XI (IWB-1220(b)(1)) provides for exemption from preservice and inservice examination of components if, "under the postulated condition of loss of coolant from the component during nomal reactor operation, the reactor can be shut down and cooled down in an orderly manner assuming makeup is provided by the reactor coolant makeup system only." The normal makeup system is defined by the code as, "those systems that have the capability to maintain reactor coolant inventory under the respective conditions of startup, hot standby, operation or cooldown, using onsite power."

The applicant, in the case of Zimer, has elected to %ek exemption from examination according to an analysis presented in General Electric document 22A2756, Revision 2. Section 3.2.2 as stated in the attached letter, A. W.

Szechowycz (Sargent and Lundy) to J. Halapatz (NRC), dated January 30, 1980.

The exempted piping inside diameter for water is 2.12 inches and for steam it is 4.24 inches.

We are advised that review of the analysis discussed in the attached letter is within the scope of review of the Reactor Systems Branch. We request your cooperation in reviewing the analysis and evaluating the validity of the exempted piping inside diameters identified. Your attention is called to the applicant's request for a prompt reply.
