SUBJECT:

ZIMMER I have attached a memo to file describing my trip to Zimmer, with pictures of some of the construction deficiencies. The problems at Zimmer are rooted in the lack of CGandE management attention to the Quality Assurance program over many years. This lack of attention has resulted in significant hardware and construction problems which will take considerable time to correct. The most significant of these problems, as outlined by Mr. Keppler in the Commission's briefing of June 6, 1982, are the questionable quality of welds, structural steel and piping.

The Quality Conformation Program is going well and has uncovered many construction problems. The new CGandE managers I talked with during my visit are sincere and personally committed to the QCP. They are also personally ccmmitted to constructing and operating a safe plant.

However, I discussed with the inspectors several potential problems which are outside the present scope of the QCP.

These include the mounting of safety-related equipment, licensee conformance to NRC reporting requirements and preventive maintenance of installed equipment. Mr. Keppler and his staff realize this and may expand the program as required. If this occurs, the Commission should give serious consideration to increasing the number of inspectors assigned to Zimmer.
