ZIMMER - MANAGEMENT ATTITUDES As a result of the quality assurance breakdowns at Zic:mer, the ACRS Subcoc:mittee responsible for Zimmer has decided to reconvene to further assess Cincinnati Gas and Electric Company's management attitudes related to operation of a nuclear plant and the utility's management controls for assuring safe operation of the Zic:mer facility.
Region 111 representatives will be requested to discuss their observations and assessments regarding the utility's performance at a future Subcommittee meeting --- probably in late January or February.
In preparation for this meeting I would like your staff to conduct a review of the Zic:mer files and compile a representative list of obssrvations, both positive and negative, that are indicative of CG&E's management attitudes relative to Zimmer. Furthermore, I think we need a candid assessment by your staff, including appropriate input from DETI, as to the utility's capability to operate the plant in a safe manner and with good regulatory performance. Where changes are needed, they should be addressed.
Please be prepared to meet on this subject by January 18.
