Dear Mr. Marshall:

As Administrative Judges assigned to the U.S. Nuclear Regulatory l

Commission's Licensing Board for proceedings involving the Midland Nuclear Plant, we were saddened to learn of the recent death of your father, Wendell Marshall. He was a party to several of the proceedings over which we presided, and he made significant contributions toward the development of the record in those proceedings. We also remember his unfailing sense of humor and his extensive knowledge of past events I which occurred in Midland.

In short, we will miss your father. We express our sincere appreciation for his participation to you and other members of his family who have survived him. These thoughts are shared not only by us but also by Judge Cowan (who lives in Florida) and Judge Decker (who once served on the Licensing Board but who has now retired).

Sincerely, i
