STATUS OF ILLIN0IS POWER COMPANY'S IMPLEMENTATION SCHEDULE AND THE NRC STAFF'S REVIEW SCHEDULE l

In response to your July 10, 1985 letter requesting the status of the imple-mentation and review schedules for completion of certain specified items,

, the following information is provided.

1. Water Level Measurement System Improvements

.As you are aware. Illinois Power Company (IP) has committed to provide separate Class IE power sources for each of the fuel zone water level measurement channels. Supplement 5 to the Clinton Safety Evaluation Report (Section 7.5.3.1, Conformance to Regulatory Guide 1.97) which is '

currently anticipated to be published in September or October, proposes a license condition to be incorporated into the operating license that requires this modification to be completed prior to startup from the first refueling outage. As you are aware, an instrumentation and control system audit, which was to include water level instrumentation, was previously scheduled to be performed by the NRC Staff July 29 through July 31. This audit has now been postponed, and a new date has not yet been identified.

2. Safety Parameter Display System (SPDS)

IP has stated that the dynamic simulation tests on the SPDS will be per-formed and the test results submitted to the NRC Staff by October 4, 1985.

The Staff has tentatively set October 22 and 23,1985, for the dates of the SPDS audit. Depending upon the dynamic simulation test results, the audit may not be performed. However, if the October audit is cancelled, the staff will review the SPDS during its emergency response facility audit which will be scheduled sometime after the issuance of the low power license and before issuance of the full power license.

'4 3. Regulatory Guide 1.97 Instrumentation (RG 1.97)

With the exception of the fuel' zone level instrumentation described under Item 1, IP either conforms to or has provided acceptable justifi-cation for deviations from the guidance of RG 1.97 for each post accident monitoring variable. Supplement 5 to the Clinton Safety Evaluation Report will contain the staff's evaluation and our contractors' Technical Evalu-ation Report concerning the applicant's compliance to Regulatory Guide 1.97 instrumentation requirements. No specific audit related to this item is scheduled or anticipated by the NRC staff.

4. Detailed Control Room Design Review IP has stated that a sumary report on all human engineering discrepancies in the control room would be provided to the NRC staff-in September 1985 and that a supplement to the sumary report would be provided in October.

The NRC staff is planning to perfom a site audit during the fourth week of September 1985.

When specific dates for'these audits are established, the Staff antici-pates that you will be notified by IP in accordance with the Joint Stipulation agreemer,t. The results of the Staff reviews on these issues are expected to be contained in either Supplerent 5 or 6 to the Clinton Safety Evaluation Report.
