ALLEGATIONS OF CCNSTRUCTION IRREGULARITIES AT THE COMANCHE PEAK STEAM ELECTRIC STATION, DN 50-445; 446 o

With reference to W. G. Hubacek's memo to file dated April 4.1979, same subject, attenpts were made on April 2, 3 and 4 to contact the alleger for further information relative to his contentions. At 11:00 a.m. on April 4, the alleger returned our call from Hot Springs, Arkansas. At that time, he was unable to provide additional information. He did agree to a meeting upon his return. Since he would not return until the week of April 9. he agreed to call W. A. Crossman after his return to set up -

a meeting between himself, W. A. Crossman and R. G. Taylor (or someone else fror.1 the RIV office).

liased on the allegation relative to a concrete placement In a rain storm on the unit I dome. I started a little detective work immediately. I was able to deterwine that the final dome placement made on Jan 18/19 did take place in what was initially a gentle drizzle that later turned into a pretty good thunder & lightning display. The pacement on the 18th was stopped due to the hazards, was resumed on the 19th after water blasting to clean up the remaining area of the pour. It apparently became i clear what I was up to because J. Hawkins stated to me that he just been thru the same investigellve cycle and had filed a report with Tolson. I.ste yesterday.I was

As 1 get it, she aheriff was called to remove them from the premises or perhaps they were just i threatened with the sheriff. In any event, Roy says he Invited the man to come to the  !

Informed me that the man whose name llenry related did in fact i appear at the site at 12:30 pm on the the 26th and ha an w with 11enry and U.D. Douglas (H&R Construction Project Manager) and again made the allegations. '

llenry says that the man was clearly trying to get HAR to rehire him and using the allegations as a lever. The man called in to U.D. on the 29th to find out if he was to be rehired, again according to llenry. He was told that he would not be rehf.M under any circumstances, llenry says that the man Indicated that he would call the NRC , the state PUC and who ever else he could think of to bring pressure to bear.

The point of this memo is that the man's request to be protected is blown and would have been blowrf the instant we attempted to investigate his allegations on site whether performed before or after talking to him. He made to big an issue with TUSI and D &R and used essentially the same allegations to many times to protect him. I know that i ve must go ahead and intervlev him and also Interview the other parties he has mentioned. i These other parties ave not surfaced here as e arenti he did not mention them I to TUSI or B & R. l We vi ave to wait and see. I think that when we o talk to him. we ave to tell h m immediately that we cant.of protect his identity since it is already well established. By the way, when llenry gave me his name. I neither confirmed or denied that u was the name of our alleger. Unless otherwise directed. I don't plan on pursueing the allegations any fus sher until after we talk with him. At present his allagations appear to be unfounded.

made the following allegations:

1. During a concrete pour on the Unit 1 containment dome in January 1979,  !

j , a rain occurred which washed away part of the concrete. The affected l

area was repaired by use of grout. Workers involved in the repair _

were requested to " keep 1,t quiet."

i who are still at the site have knowledge of this occurrence.

t j 2. The identity of a lot of "Q" and "non Q" pipe (6" or less) being used l

l for Unit I has been lost due to obliteration of heat numbers by sand-  !

blasting and loss of identifying tags. Workers are guessing as to the I proper identification of the pipe. I l

3. A steam pipe intended for the Unit 1 turbine fell off a truck and  !

struck a railroad track. It was taken back to a storage area and  ;

hidden.

4. Third class helpers are being qualified as welders in less than threc months and are being used for safety related welding on Unit 1.

He stated that he would welcome further questions on these matters if we consider them necessary. He requested that his and l other namesmentioned be kept confidential.
