SUBJECT:

ALLEGATIONS OF CONSTRUCTION IRREGULARITIES AT THE COMANCHE PEAK STEAM ELECTRIC STATION On March 30, 1979, I received a telephone call from a former io cmployee who made the following allegations:1

l. During a concrete pour on the the Unit h containment dome in January 1979, a rain occurred which washed away part of the concrete. The affected area was repaired by use of grout.

Workers involved in the repair were requested to " keep it quite." Two workers, who are still at the site, have knowledge uf this occurrence.

2. The identity of a lot of "Q" and "non Q" pipe (6" or less) being used 'for Unit I has been lost due to obliteration of heat numbers by sandblasting and loss of identifying tags. Workers are guessing as to the proper identification of the pipe.
3. A steam pipe intended for the Unit I turbine fell off a truck and struck a railroad track. It was taken back to a storage area and hidden.
4. Third class helpers are being qualified as welders in less than three months and are being used for safety related welding on Unit 1.

. Mr. Douglas and Mr. Kirkland) at the site about these matters but failed to receive satisfactory answers. He stated that he would welcome further questions on these matters if we consider them necessary. He requested that his and other names mentioned be kept confidential.
