SUBJECT: NRC INSPECTION REPORT 50 483/97-09

Dear Mr. Randolph:

An NRC inspection was conducted April 22-25,1997, at your Callaway Plant reactor

f acility. The enclosed report presents the scope and results of that inspection.

Your land vehicle control program, including the vehicle barrier system, its bomb blast

analysis, and procedure controls, was examined during this inspection. Portions of your

physical security program were also examined. We determined that your land vehicle

control program for the protection of malevolent use of vehicles was in accordance with

regulatory requirements. Your vehicle barrier system was found to be effective and

installed as described in your physical security plan and associated documents.

It is our understanding that, during the exit meeting on April 25,1997, Mr. Les Kanuckel,

Supervising Engineer, Civil Design, stated Union Electric would investigate the possibility of

conducting periodic load tests of the security diesel generator. Please confirm this

regulatory commitment in writing within 30 days of the date of this letter that our

understanding of this commitment is correct.

The material enclosed herewith contains Safeguards Information as defined by

10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited by Section

147 of the Atomic Energy Act of 1954, as amended. Therefore, the material will n_ot be

placed in the Public Document Room.-
