SUMMARY

OF MEETING ON MAY 20, 1997, REGARDING STATUS OF THERMO-LAG FIRE-BARRIER SOLUTION 1

On May 20, 1997, representatives of the Florida Power Corporation, licensee j for Crystal River Nuclear Plant, Unit 3 met with members of the staff at NRC 1 Headquarters in Rockville, Maryland, to provide an overview and current status of its Thermo-Lag resolution effort. Enclosure 1 is a list of attendees.

Enclosure 2 contains copies of handouts distributed at the meeting.

. The licensee's initial Thermo-Lag resolution strategy involved four parallel paths; reevaluation of the safe shutdown analysis, application of Nuclear Energy Institute guide, installation of an alternate fire-barrier material ,

(Mecatiss) and the Electric Power Research Institute tailored collaboration '

effort. The licensee discussed details and status of these strategies.  ;

_The licensee indicated that it has revised the safe shutdown analysis taking into account several design modifications that have been implemented since 1985, and had not been previously credited in the analysis. Operation procedure changes, and associated circuit calculations are complete. The revised fire hazard analysis and topical design basis documents are scheduled l 3 to be completed suu after restart from the current outage. Engineering '

effort for circuit modifications is in progress and physical rerouting is

scheduled to be completed by the end of year 2000. The licensee indicated that its revised safe shutdown analyses and circuit modifications could result in approximately 80% reduction in the currently protected raceways. The

' licensee also indicated that installation of the alternative Mecatiss is completed. ,

l^ The staff questioned the licensee as to why the circuits modifications and sprinkler additions could not be accomplished during the current outage, and ,

requested the licensee to discuss the schedule details during its upcoming meeting with the staff on June 11, 1997 relating to 10 CFR 50 Appendix R design basis issues. The licensee agreed.
