SUMMARY

OF MEETING ON June 17,1998, CONCERNING CRYSTAL i RIVER UNIT 3 CONTROL COMPLEX HABITABILITY ISSUES  !

On June 17,1998, a meeting was held between staff of the U.S. Nuclear Regulatory Commission (NRC) and representatives of Florida Power Corporation (FPC). The purpose of the meeting was l to discuss FPC plans for a revised control complex habitability analysis, including assumptions  !

used in the analysis. Plans for changes to technical specifications and plant modifications were '

also discussed.- Enclosure 1 is an attendance list for the meeting. Enclosure 2 includes copies of the meeting handouts.

FPC presented results of analyses for the maximum hypothetical accident, a letdown line rupture

. and a steam generator tube rupture (SGTR). For each case, FPC performed analyses assuming a j loss of offsite power (LOOP) and without a LOOP to determine the most limiting case. For the 1 SGTR, FPC performed a comparative analysis using assumptions similar to the NRC Standard

! Review Plan guidance. In each case, the results of the analyses were within regulatory requirements for control room radiation doses.

The NRC staff indicated that FPC was proceeding in the right direction and that the information provided at the meeting was very useful. The staff stated that when a revised Control Room Habitability Report is prepared, FPC should describe the administrative controls that will ensure I that the control room habitability report is considered in plant changes that could affect the control j room and the report should contain sufficient detail on dose calculations such that the NRC staff I would not need to perform confirmatory calculations.: In license amendment requests for auxiliary I l

building ventilation system filter testing, the NRC staff indicated the amount of in-leakage.due to an  !

l allowance for habitability envelope breaches should be included.. The NRC staff requested that l

' any submittals include an explanation of differences between the existing Firial Safety Analysis  !

Report description and the current control room design. Finally, the staff requested that any submittals identify where FPC intended to update the Crystal River design basis and where the l analyses were just included for comparative purposes.
