OF MEETING ON APRIL 23, 1997, REGARDING GENERAL LICENSING ACTIVITIES On April 23, 1997, B. Gutherman, Licensing Manager of the Florida Power Corporation (FPC), licensee for Crystal River Nuclear Plant, Unit 3, met with I L. Raghavan, Licensing Project Manager, Office of Nuclear Reactor Regulation, at NRC Headquarters in Rockville, Maryland. The status of active licensing 1

actions related to Crystal River Unit 3, were discussed. As part of the '

discussion, the licensee also provided a schedule for certain licensing l 1

l I am very pleased to announce several organimational changes that will occur over the next several months.

l l These moves substantially strengthen our ability to manage the current outage and establish a long term j improvement plan. -

2 In order to put our site-wide restart efforts under the responsibility of one person, Bruce Hickle will become i 4 the Director Restart. Bruce will continue to report to the Vice President Nuclear Production and be I l responsible for all aspects of the activities leading to restart. He will also be responsible for the development of i the Startup and Power Ascension Program and the Long Term Improvement Plan. Bruce is uniquely qualified l , for this position due to his extensive Crystal River experience, including Director Nuclear Plant Operations.

His demonstrated leadership skills and plant knowledge will be critical to the success of our recovery efforts.

Succeeding Bruce will be Charles (Chip) Pardee. Chip is currently the Operations Manager at the Brunswick l Nuclear Plant and holds an active license at Brunswick. Prior to this, Chip held the position of Manager Technical Support. Before joining Carolina Power & Light (CP&L), he had been loaned to CP&L from the Institute of Nuclear Power Operations (INPO) as an on-shift Startup Director during Brunswick's power i ascension program in the 1994 recovery of Unit 1. Chip had previously worked for Knolls Atomic Power

} Laboratory as a Shift Supervisor and a manager in Maintenance. After his arrival at CR-3 later this month, Chip will complete system specific training, simulator operations, and on-shift familiarization. This is =~W l to take approximately 3 months.

j Bob Grazio will be joining us as the Director Regulatory Affairs. The Director Regulatory Affairs will be

! responsible for alllicensing and regulatory interface. This position replaces the current position of Director

, Site Support. Bob has been the Engineering Manager at Brunswick Nuclear Plant during the Brunswick l recovery. Prior to joining CP&L, Bob worked for Florida Power and Light (FP&L) with responsibility for the

! regulatory aspect of the Turkey Point Plant improvement. Previous to the FP&L experience, Bob worked at

Pilgrim in the technical and regulatory area during the Pilgrim recovery in the latter 1980's. Bob will report to

) CR-3 later this month.

! Mark Marano will be joining us in late April as the Director Site Services which will include responsibility for l Information Technology, Document Control, Contract Services, Financial Planning, Long Range Business i Planning, and other corporate interface areas. Mark has recently served as the Manager of the corrective l action program at Public Service Electric and Gas. He was responsible for developing and implementing the l Salem recovery plan in this area. Prior to this position, Mark served as the Manager Site Support with CP&L,

with responsiMaities similar to those in his new position. Before joining CP&L, Mark worked for Florida

! Power & Light in an information technology related position. Bill Conklin will continue in his present position i as Director Nuclear Operations Materials and Controls.

! situation and strive to make our organization more effective.
