FLORIDA POWER CORPORATION - RESTART ISSUES - ,

? On November 6,1997, the Nuclear Regulatory Commission (NRC) staff was scheduled to meet  ;

F with representatives of the Floriria Power Corporation (FPC) in Rockville, Maryland, to discuss 4

Crystal River 3 (CR3) restart schedule issues; however, due to unforeseen circumstances, the l licensee requested to cancel the meeting. In lieu of the meeting, the NRC staff held a telephone

- conference with FPC representatives on November 6,1997, to discuss CR3 restart issues. FPC ,

informed the staff of its intent to implement the guidance pro */ided in Generic Letter (GL) 91 18, ,

[ . Revision 1, issued October 8,1997. GL 91 18, Revision 1, allows a plant to restart with an

' unresolved safety question (USQ) if the system, structure, or component that is the subject of the

- USQ is determined to be operable. As a result of the guidance in GL 91 18, Revision 1, FPC developed two basic categories for the rema!ning licensing actions
(1) those that can be ,

deferred until after restart by relying on the guidance provided in GL 91 18, Revision 1, and (2)

- deferred until after restart.' lhe NRC staff stated that cunent NRC practices do not require FPC to submit the JCOs for formal staff review, however, consistent with NRC practices, the JCOs l . may be subject to inspection or audit Although the purpose of the telephone conference was to find out which of the remaining L licensing actions FPC thought were candidates for deferral based on the guidance in GL 91-18, Revision 1, tne staff took the opportunity to note that several of the remaining licensing actions J . that FPC categorized as needing to be completed prior to restart have not been submitted, were recently submitted or have outstanding requests for additionalinformation (RAl). The staff stated tnat as FPC's scheduled restart date draws closer, the staff's ability to t.omplete its review of the submittals in time to support FPC's schedule will depend heavily on the actual 3-

. receipt dates of the submittals and the quality of the submittals. The staN cited, as an example,

the small break loss of coolant accident (SBLOCA) submittal, for which FPC has not submitted the final emergency operating procedures, and the staffis still awaiting responses to RAls. The l NRC staff reiterated its previous request to FPC to establish an integrated schedule that not only accounts for FPC activities but also NRC review activities. The staff requested that FPC -

, discuss the integrated schedule at the upcoming meeting scheduled for November 20,1997.

..During the telephone conference, the NRC staff also informed FPC that four task interface agreements (TIAs) were generated by Region 11 as a result of the recent safety syrtem functional inspection completed at CR3. One TIA involves piping support design calculations. The NRC ,
