SUMMARY

OF MEETING ON MAY 26, 1993, REGARDING SEISMIC ISSUES AT CR-3  ;

Representatives of FPC met with members of the staff on May 26, 1993, to discuss FPC's program to resolve USI A-46 (GL 87-02) and individual plant examination of externally initiated events (IPEEE) seismic issues for CR-3. '

The enclosure contains a list of attendees.

FPC noted that the CR-3 seismic design is conservative,.that the CR-3 safe shutdown earthquake (SSE) is lower than other generic implementation procedure (GIP) plants, and that the probability of exceeding the SSE is low. FPC ,

is preparing a plant-specific procedure which is intended to implement the GIP with appropriate modifications. The procedure is viewed by FPC as a cost-effective version of the GIP suitable for low-seismic plants. It is also i intended to satisfy the seismic requirements of IPEEE. l

The plant walkdown is scheduled for the spring of 1995. FPC's intention is to rely on the judgment of trained engineers to perform whatever action they deem necessary (e.g., calculation, torque measurement, observation). No specific requirements will be called out in the procedure. Peer review will be performed on the same basis. Because the design of cable trays is very conservative, they will not be walked down. With regard to relays, FPC noted that there is no history of inadvertent operation below I.4g and that operators will be able to handle any problems which might arise. Only relay cabinet mounting and inter-cabinet bolting will be reviewed. No attempt will be made to identify relays which may be sensitive to low g levels. It was suggested that FPC select six worst-case examples of relay chatter and determine if operators could indeed handle each situation giving due consideration to time available, procedures in place, operator training, etc.

FPC stated that a detailed relay review for CR-3 is not justified from a value-impact standpoint.

Costs of stricter conformance to the GIP were presented by the licensee as follows:
