SUMMARY

OF MEETING WITH CRYSTAL RIVER-3: JULY 9, 1993 On July 9,1993, representatives from the Technical Specifications Branch (OTSB),

Region II, and the Project Manager met with the Florida Power Corporation (FPC) to discuss the status and schedule for implementation of Crystal River-3's new Technical Specifications and the NRC enforcement policy during the initial phase of implementation. The meeting attendees are listed in Enclosure 1. The agenda for the staff's meeting with FPC is presented in Enclosure 2.

Crystal River-3 is the first lead plant to implement the conversion to the improved Standard Technical Specifications (STS) and FPC is interested in making the transition from their existing technical specifications (TS), which have been in place for 15 years, in an efficient manner. For example, the Crystal River-3's existing TS have in some instances been relocated to other licensee controlled programs. To facilitate the transition, FPC is developing a road-map on these relocations.

Crystal River-3 is developing a schedule for the implementation of the new STS which includes about 25 new surveillances which have been added. FPC had previously noted that they expect all of the surveillances to be up-to-date when the Crystal River-3 license amendment becomes effective so that phased implementation of the new TS will not be necessary. However, it is now apparent that some surveillances will not be current upon initial implementation.

Nevertheless, since no new equipment has being added, and Crystal River-3 is meeting their old TS, there is assurance that Crystal River-3 meets the licensing basis.

Implementation of Crystal River-3's new TS is scheduled for November 1993, prior to the next refueling outage scheduled for April 1994. During this period, a few surveillance programs will not be performed according to the new TS schedule. At refueling, all of the new Surveillance Requirements not completed will be performed. Tendon surveillances are possibly one area of exception. During the current cycle, Crystal River-3 will perform tendon surveillance in accordance with the criteria contained in the new TS. The meeting participants agreed that, in the license amendment authorizing the implementation of the new TS, there should be a list of surveillance requirements which will not be current and the associated dates when these surveillances will be performed.

FPC also noted that the NRC enforcement policy provides for "non-cited violations" and that any " mistakes" would be expected to fall under that category.

The schedule of the Crystal River Unit 3 conversion review is as follows:

August 1 Begin certification review Begin Crystal River-3 staff training Crystal River-3 comments are due to NRC on Proof & Review August 23 Begin operator training November 15 License amendment effective Operator training complete After November 15 Requalification examinations based on the new TS The Crystal River Unit 3, Proof and Review TS was issued on June 15. Comments on the Proof and Review are due back to NRC on August 1, 1993. NRC and FPC recognize that an additional meeting on implementation is necessary and will be scheduled in Region 11 prior to implementation.
