OF OCTOBER 22,1997 MEETING WITH THE FLORIDA POWER i CORPORATION REGARDiNG LOSS-OF COOLANT ACCIDENT SCENARIOS On October 22,1997, the Nuclear Regulatory Commission (NRC) staff met with representatives of the Florida Power Corporation (FPC)in Rockville, Maryland, to discuss FPC's June 14,1997,  !

amendment request, as supplemented by letter dated September 25,1997, involving mitigation i

of certain Small Break Losa of Coolant Accident (SBLOCA) scenarios. Enclosure 1 is a list of meeting attendees. Enclosure 2 is a list of the engineering drawings provided at the meeting, and Enclosure 3 is the actual drawings. In the meeting, FPC provided technical clarification for each SBLOCA scenario, sy. tem designs, system configurations, and operator actions. During its discussion, FPC stated that high-pressure injection (HPl) flow throttling would be used when in recirculation mode (low pressure injection taking a suction from containment sump and feoding

HPl pumps). The staff questioned whether FPC has been approved to use flow throttling and requested that FPC provide a reference to the staff's approval for the use of flow throttling.

In the meeting, the staff also discussed the draft Emergency Operating Procedures (EOPs) provided in the June 14,1997, submittal. The staff requested that FPC submit a propcsed final version of the applicable EOPs to ensure that the staff's approval of the operator actions are based on EOPs that will be in place at restart. The staff also requested all the applicable EOP steps for all the operator actions requiced for the SBLOCA scenarios included in the submittal..
