NRC INSPECTION REPORT 70-1151/97-202 AND NOTICE OF VIOLATION

Dear Mr. Fici:

This refers to the inspection conducted on February 10 - 14,1997, at your Columbia, South Carolina facility. The purpose of the inspection was to determine whether activities authorized by your license were conducted safely and in accordance with NRC requirements.

At the conclusion of the inspection, the findings were discussed with those members of your staffidentified in the report.

Areas examined in the inspection are identified in the enclosed report. Within these areas, walkdowns of selected plant activities, procedure reviews, and personnel interviews were conducted.

The inspection determined that you are not implementing some requirements of your license.

One violation was identified in the enclosed Notice of Violation (Notice). The violation involved the failure to adequately review and approve Plant Emergency Procedures prior to issuance. The NRC is concerned about the violation because there was no formal process to assure management review and approval of Plant Emergency Procedures prior to issuance for use. Management involvement is an important element in establishing the technical and regulatory adequacy of procedures.

After reviewing your response to this Notice, including your proposed corrective actions and the results of future inspections, the NRC will determine whether further NRC enforcement action is necessary to ensure compliance with NRC regulatory requirements.
