TRIP REPORT ON MEETING AT REGION IV ON SOUTH TEXAS l

PROJECT REVIEW OF LITIGATION RECORD - JULY 31, 1985 t

The purpose of the meeting was for Houston Lighting & Power Company (HL&P) to describe their plans to review the litigation record between the owners of the South Texas Project and Brown & Root Company. This record had been subjected to a protective order of non-disclosure by the judge presiding over the case. The order was lifted subsequent to an out-of-court settlement by the parties. HL&P has undertaken a review of the accumulated record to determine if it contains information of safety significance which must be report 9d to the NRC.

The following are the salient points made at the meeting.

The purpose of the meeting was to inform NRC of the applicant's plan of action and obtain staff comments on it prior to preparation of a program plan.

The review effort will involve up to 14 people, most of them from S. Levy Inc., and the final report is to be issued in April 1986. The review will be done at the S. Levy offices in California using the copy of the record in HL&P's possession.

The total record is estimated at approximately 32 million pages involving depositions, exhibits etc. associated with approximately 300 witnesses.

The applicant culled the record for material which has the highest probability for containing infonnation of safety significance related to systems, structures and components. The subset of the record which HL&P considers of significance narrows to about - 145 depositions in 660 volumes containing approximately 99000 pages, along with 4 expert reports having approximately 1000 pages.

HL&P will be preparing a program plan which will be provided to NRC when available. It will include NRC concents from the meeting.
