Dear Sir:

As a result of several malfunctions of Target Rock safety relief valves, IE Bulletin 80-25 was issued for action to all .

operating Boiling Water Reactor facilities. In Reference 1 the New York Power Authority responded to the Bulletin, and committed to modify the pneumatic supply system which actuates the safety relief valves. Upon evaluation of utility responses '

and Nuclear Regulatory Commission inspection reports, Reference 2 was issued. This document identified the Authority's commitment to modify the pneumatic supply as an open item.

However, this modification, which provides additional over pressure protection and high and low pressure alarms, was completed during the 1981 refueling and maintenance outage.

We consider that the completion of this modification closesBulletin 80-25 for the FitzPatrick plant.
