The purpose of this letter is to inform you of a concern reported to Babcock & Wilcox Co. , Uti'lity Power Generation Division (UPGD) in Lynchburg, Virginia by Bailey Controls Co., (BCCo).

The concern may be described as follows: During December, BailGy Controls Co., made a source inspection of cabinets manufactured by Systems Control, Iron Mountain Michigan, in which they witnessed cabinet fabrication and observed that certain cabinet assembly' spot welds were 0.190" in diameter rather than 0.280" as specified by BCCo. The normal BCCo observation and inspection point is after a paint primer coat is applied and the size of the spot weld would not be detectable under those conditions.
l BCCo performed an analysis that demonstrated the 0.190" diameter l weld would be satisfactory provided-there was sufficient weld strength. Subsequent testing indicated the strength required by that analysis was not present.
BCCo believes the concern is applicable to all the 140 cabinets j manufactured by this vendor. Two UPGD nuclear contracts were due i to receive a number of these cabinets. The contracts are:
'TVA, NSS 15 and 16, Bellefonte 1 & 2
- Supply System, NSS 23, WNP-1 1 Some of these cabinets were targeted '?or use in safety related systems so the potential for a safety concern existed.

Mr. R. C. DeYoung June 23, 1983 e ifas cited for defective welds in your Information Notice 82-34, August 20, 1982, and neither of the above plants were listed as locations which may have received defective cabinets, B&W decided to advise you of this concern at these two B&W plant locations.
The fact that these two plants were not mentioned in IEN 82-34 was only recently brought to our attention.
BCCo has advised us that they have strengthened all of the '
cabinets concerned by seam and edge welding or bolting or a '
ccmbination of the two. A worst case single bay cabinet, strength-ened by a combination of welding and bolting, was seismically tested to demonstrate the strength required by the analysis is present.
