Pursuant of 40CFR Part 355 (Emergency Planning and Notification), Duke Power Company, McGuire Nuclear Station hereby provides follow-up written notification of a reportable SARA release. Notification q was made on July 26,1994 to the Regional Oflice of the Nuclear Regulatory Commission as required by l 10CFR50.72 (B)2(vi) within four (4) hours of the determination that the incident was reportable.

Fo'!ow-up Release Notification

Dear Sirs:

Pursuant to 40CFR Part 355 (Emergency Planning and Notification), Duke Power Company, McGuire Nuclear Station hereby provides written fol'3w-u/ emergency notice of a reporteble SARA release. On July 26,1994 at 8:30 am, approximately 33 pounds of hydrazine, a SARA Extremely Hazardous Substance, was released to the environment. Hydrazine has a reportable quantity (RO) of one (1) pound.

The duration of the release was approximately 90 minutes. Verbal notifications were made to your offices on July 26,1994, as well as to the National Response Cenler (NRC). The NRC incident number is 251810 The North Carolina Department of Environment, Health, and Natural Resources Regional Office in Mooresville was also notified. Additionaliy, a notification was made to the Regional Office of the Nuclear Regulatory Commission as required by 10CFR50.72 (b)2(vi) within four (4) hours of the determination that the incident was reportable.

The hydrazine release occurred when an employee accidently punctured the bottom of a plastic 55 gallon drum when he attempted to move it with a drum hand truck. The hydrazine was at a concentration of 54.4%. Approximately 15 gallons of hydrazine spilled to the asphalt. The release was contained on the asphalt area, with none reaching any soil or water areas. It was calculated that approximately 33 pounds of hydrazine vola'ilized, before the spill was completely cleaned up,90 minutes later.

Remedial actions consisted of taping off the area and keeping personnel away. The McGuire Site HazMat Team responded to stop the release and clean up the hydrazine from the asphalt. The leaking drum was overpacked, and oil dri was used to clean up the spilled liquid.

There are no known or anticipated health risks associated with this release. The Material Safety Data Sheet (MSDS) was consulted before attempting any remediation. The HazMat Team was fully " dressed out' including self-contained breathing apparatus (SCBA's). There was no known employee over exposure, and therefore no medical attention was necessary.

To prevent such a spill from occurring again, a special type of drum hand truck has been ordered. This drum hand truck is designed to move plastic or poly drums. The drum truck has flat rounded forks rather than the angled forks. It also has a strap to secure the drum to the hand truck. All appropriate personne!
