Dear Mr. Gleason:

This written notification is pursuant to: Part II, Section E (6XDX2,3), of the Duke Power Company, McGuire Nuclear Station (WT System), NPDES Permit (NC0024392). This is a follow up written report required to be submitted to the North Carolina Department of Environmental, llcalth, and Natural Resources for the May 8,1997, for the fecal coliform execcdance, on Outfall 003. Telephonc notification was made to Mike Parker of the Moorcsville Regional O!Tice on May 9,1997, at approximately 10:00 a.m., by Eddic Faulkner of the Duke Power's McGuire Nuclear Site, Environmental Management.

The nature of the non-compliance was the exccedance of the daily maximum fecal coliform. The sample taken on May 6,1997, showed >l600 colonics per 100 ml. Upon investigation, insufficient levels of chlorine, compounded by high level of nitrite was the major causes for the exccedance.

The chlorine level was increased, additional monitoring was performed, and additional sample was taken to casure the WT System was back in compliance. The sampic taken on Friday, May 9,1997, showed <2/

Compliance Evaluation Inspection Notice of Deficiency McGuire Nuclear Station, NPDES Permit Number NC0024392 Mecklenburg County Attention: Richard Bridgeman:

As a result of the Compliance Evaluation Inspection, on February 27,1997, by Patricia Beam, the Mooresville Regional Office issued a Notice of Deficiency requiring our response. The deficiency was based on DEllNR's interpretation of the sampling protocol requiring the use of multiple standards when calibrating chlorine testing equipment.

De McGuire laboratory uses the DR 100 Hach Colorimeter Monitor, to test wastewater samples for chlorine, and per the manufacturers instructions, one standard is used for calibration before and after each use. The llach Company, states that "using the 1.0 mg/l standard before and after each use to verify the correct calibration, and within the stated pH range, is sufficient for the DR 100, for verification of calibration" The meter was also calibrated against 8 standards 0.05 mg/l to 3.5 mg/l after its purchase in November of 1994 (see attachment 1). Herefore, given the Hach company's position and given Standard Methods refers to the use of " standards" without any specific detail, we have used the 1.0 mg/l calibration standard with confidence in its accuracy. After the inspection, the DR-100, was tested again on March 17, 1997 usini 9 standards in the range of 0.05 mg/l to 4.0 mg/l. De results showed the instrument to be accurate and within tolerance (see attachment 2 ).

In order to comply with the Division of Water Quality's policies, we have changed our procedures to reflect the requirement to calibrate the DR-100 Co'orimeter Chlorine Tester against multiple standards, on an annual basis, in addition to current methods.
