October 21,1996 Mr. Rex Gleason Regional Manager, Watei Quality Section, North Carolina Department of Environmental, llealth, and Natural Resources 919 North Mam Street Mooresville, North Carolina 28115 Re: Exceedance of Fecal Colifonn 1.imits McGuire Nuclear Station NPL Permit Number NC002439'l Mecklenburg County

Dear Mr. Gleason:

This notification is pursuant to Part 11. Section E (6)(b)(2,3) of the aforementioned permit. This is th written follow-up notification to your department, for a recent non-compliance associated with the Duke Power's McGuire Nuclear Station Domestic Waste Water Treatment System, Discharge 003 Telephone notification was made to Mr. Mike Par ker of the Mooresville Regional Office on October 17,1996, at approximately 3:00 P.M. by Susan Covington of Duke Power Company.

The Domestic Waste Water Treatment System (WT), Discharge 003, sampled on 10/15/96, experienced a Fecal Coliform exceedance on the daily sample of 1600 colonics /100 ml. Discharge 003 was re-sampled upon receipt of these results. The re-sampled results, showed 2 colonies /100 ml confirming the system was back in compliance.

It is felt, the WT System was impacted by the Fall turnover typically occurring in October and November due to colder weather. Elevated nitrite levels create an increase demand on the chlorine dis Chemistry has observed this trend und followed up with additional chlorination.

In the aforementioned sample, apparent nitrite levels were high enough to prevent adequate disinfection.

Chemistry personnel are closely tracking nitrite levels and disinfection to ensure proper disinfection occurs above nitrite interference.

If you 5969 require additional information, please contact Eddie Faulkner at 704-875-5158 or me at 704-875-Sincerely, ka-n I ays ferri - P.E.
