The estimated percentage of error for both Liquid and Gaseous effluent release data at McGuire i Nuclear Station has been determined to be 16.1%. This value was derived by taking the square l root of the sum of the squares of the following discrete individual estimates of error: I (1) Flow rate determining devices =

7-J McGUIRE NUCLEAR STATION Assessment of Radiation Dose from Radioactive Effluents to Members of the Public (January'1, 1998 through December 31, 1998) l This attachment includes an assessment of radiation doses to the maximum exposed member of the public due to radioactive liquid and gaseous effluents released from the site for each calendar quarter for the calendar year of this report, as well as the total dose for the calendar year. This attachment also includes an assessment of radiation doses to the maximum exposed member of the public from all uranium fuel cycle sources within 10 miles of McGuire for the l calendar year of this report to show conformance with 40 CFR 190. Methods for calculating the dose contribution from liquid and gaseous effluents are given in the ODCM.

- Re: Unplanned release of activity to the Unit 1 Vent Reference PIP 1-M98-1683 On May 30,1998 during 1 EOC 12 Refueling Outage, an unplanned release of activity to the Unit *

- 1 vent occurred from 11:00 hours to 17:30 hours. Normal (NC) Reactor Coolant System degas was in progress in preparation for refueling and maintenance. High levels of Hydrogen was discovered in the NC System and an attempt to provide additional degas via the (VCT) Volume Control Tank to the (NM) Nuclear Sampling Hood was established without proper planning or

- authorization.. This alignment allowed noble gas activity from the NC System to flow unprocessed to the Unit Vent and to the Environment. The Unit Vent is continuously monitored by a particulate, iodine and gas monitoring system (EMF 35,36,37 Package). Increased counts (20 cpm)were seen on the gas detector during the release period.

- Samples were obtained at the Unit Vent during the release period and used to assess activity released. The Following isotopes and Concentrations were identified :

. Xe-135 3.881E-8 pCi/ml .0523 Total Curies .409 The total Noble gas activity released was reported on (GWR) Gaseous Waste Release # 41 for May 1998.

The unplanned activity was evaluated against off site dose limits using current ODCM methodology with the following results:

Source: Unit 1 Reactor Coolant Drain Tank through 1GB-9 (Hydrogen Storage). l Unit 2 Reactor Coolant Drain Tank through GB instrument lines located in U-1 Turbine Building Basement.

j Brief

Description:

During an investigation of why the U-2 Reactor Coolant Drain Tank (NCDT) would not maintain pressure a release pathway of radioactive gases was found.

A gas sample at the discharge of U-1GB-9 had very low levels of radioactivity. It was determined that no effluent release rates were exceeded.

During the same investigation a leak pathway on the U-2 Hydrogen Header was discovered at an instrument line in the U-1 Turbine Building Basement. Since the NCDT had already been isolated from the Hydrogen System there was no sample at the point of discharge. Based on samples from U-2 NCDT there were no effluent release rates exceeded.

McGuire Nuclear Station inoperable Instruments Exceeding Selected Licensee Commitments (SLC) Limits i

2 EMF 31 was discovered to have a failed detector during a calibration performed on March 16,1998. It has been determined that the EMF detector failed on August 11,1997 and therefore exceeded the 30 day inoperable limit. It was returned to service on March 17,1998. An investigation is in progress and will documented under PIP 2-M.98-0940.

i No other monitoring instrumentation exceeded the 30 day limit in 1997.
