VOGTLE ELECTRIC GENERATING PLANT RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION CONCERNING PROPOSED EXTENDED DIESEL GENERATOR ALLOWED OUTAGE TIME By letter dated May 1,1995, (LCV-0603) and supplemented by letters dated September 22, 1995, (LCV-0655), November 20,1995, (LCV-0670), December 21,1995, (LCV-0603-D),

j January 30,1996, (LCV-0603-E), and March 5,1996, (LCV-0603-1), Ceorgia Power l Company (GPC) has proposed to modify and' convert the Vogtle Electric Generating Plant l - (VEGP) Unit I and Unit 2 Technical Specifications (TS) to the improved Standard Technical l Specifications (STS) based on NUREG-1431. In addition to this conversion, GPC has also proposed an extended allowed outage time (AOT) for the emergency diesel generators (DGs) based on the availability of the standby auxiliary transformer (SAT).

As a result of the NRC staff review, GPC is revising our proposed extended DG AOT to 14 days from discovery of failure to meet the Limiting Condition for Operation (LCO), provided

If the SAT is not available, the DG must be restored to operable status L (or the availability of the SAT must be restored) within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />, but in no case may the 14 days from discovery of failure to meet the LCO be exceeded. Enclosure 1 is a copy of the proposed TS and Bases with the proposed changes clearly marked. (Note that Enclosure 1 is based on a clean typed version of the VEGP improved TS LCO 3.8.1 reflecting the original 72-hour AOT. Therefore, the marked changes of Enclosure 1 are the changes necessary to incorporate the current proposed extended DG AOT.)

i On April 22,1996, GPC met with the NRC staff to discuss the proposed changes reflected in Enclosure 1 and the basis for those changes. During that meeting, several issues were identified l that require a supplemental response from GPC. Those issues and our responses are provided in l Enclosure 2. The current proposed changes reflected in Enclosure 1 do not alter the conclusions  :

I of the evaluations pursuant to 10 CFR 50.92 that have already been provided to the NRC staff l via our previous submittals referenced above.
